missing for a week.

at Virginia Commonwealth University.

The 17- year- old was last seen
by her roommate on Labor Day.

destination in her white Ford Escort

with a credit card and cell phone.

But, since then, no charges have
been made to her credit card.

Behl had recently taken up skate-
boarding but searches of her regular
hang-outs turned up no clues.

update.

One of state's initiatives is a
terrorism intelligence center that's
now under construction.

A new Emergency Operations Center
is also being built- set to open later
this year.

Layers of security have been
added to state buildings, and officials

say lines of communication - crucial
during a a natural disaster have
improved.

The head of the Office of
Commonwealth Preparedness says Virginia
has made strides because it hasn't
focused on just one hazard.

However, one concern out of
yesterday's report is that most
localities haven't spent all of their
2003 homeland security dollars.

One reason is a vendor backlog.

starting its own lottery, many
retailers in Southside are wondering if
their luck has run out.

The top retailers for lottery sales

here in the Commonwealth are all on the
Virginia-North Carolina border.

Lottery officials say about ten
percent of its revenues, or about
130-million dollars comes from North
Carolina residents.

The Virginia lottery believes it can
survive without that revenue.

North Carolina expects the first part
of the lottery, probably scratch-off
tickets, to be ready in five months.

Big dollar games such as Power Ball
or Mega Millions would come later.

suspect in yesterday's bank robbery on
Hershberger Road in Roanoke.

Police say the man walked into the
First National Exchange Bank with a gun
just before one yesterday afternoon.

He then took off with the cash on
foot - headed toward the Park Towne
apartments.

State Police with a canine unit

tried to track the suspect down but had
no luck.

He is described as a dark-
complected black male, about five feet
eight inches tall with a slim build.

Witnesses say he was wearing a blue
hooded top with some kind of writing on
the front.

the Army Ammunition Plant will make
T-N-T for the U-S Military.

The plant will be the only such
manufacturer in the country, making 24
tons a day and up to 15 million pounds
a year.

The facility is about 95-percent
