SOT: PRESIDENT BUSH:

five nations working with north Korea
have come up with a formula we

hope works. five nations have spoken
and said it is not in the world's

interest for north Korea to have a

NATS

But the North drove a hard bargain. In
return for terminating its

weapons programs and letting
international inspectors inside its

borders, it will receive energy and oil
aid and a guarantee Washington

won't attack.

But North Korea's demand for a nuclear
energy reactor was the real

sticking point in the negotiations in a
triumph of vague wording the

other countries didn't quite say yes

they promised to consider the

request sometime down the road.

Diplomats from all six countries are
congratulating themselves on

reaching an agreement but it can't be
far from anyone's mind that the

devil is in the details all parties
will return to the bargaining table

in early November to decide how to put
this plan into action.

North Korea and the US signed a similar
deal in 1994 a deal that broke

down. So for now, North Korea's pledge
to stop building weapons has only

been sealed by a handshake.
