an average of 207-dollars per student

That includes the costs of giving

However, on average, state and

As residents return home...most see a

Sot: Gabrielle Begue and Capricho
DeVellas/French Quarter Residents

"Maggots, gnats flying at me and not to
mention the refrigerator...it's

completely covered in larvae."

Conditions are unsanitary and
foul...but this couple from the French

Quarter has no major damage to their
home. That's pretty much the case

for most residents who live in the
neighborhoods that were spared the

worst by Katrina and have now been
officially reopened.

sot: Leslie Perrin/French Quarter

Resident

"It's absolutely fabulous to be back
home."

Leslie Perrin has been cleaning her
home for a few days now. She has

electricity, but clean water is scarce
and the sewage system still needs

work. But, she says the French Quarter
is a close-knit community that

will rebound.

(Gallegus Bridge)

And that's certainly the way Mayor Ray
Nagin sees it. He's been very

aggressive in re-opening neighborhoods
and now he's announced a

17-member commission to draft a plan to
rebuild New Orleans.

His top priorities include a new levee
system and getting tax breaks for

residents and businesses....

(natz bar)

The mayor says the city has no
money...so at the grassroots

level...people in the French Quarter
gathered Friday night to map out

their own future.

sot: Jim Monahan/Bar Owner

"The city has so much soul, so much
funk, so much wonderfulness about it

and that starts from down here."

(Natz Casino)

There was also a big turnout along the

Mississippi River...where the

Boomtown Riverboat Casino reopened.

For every jackpot over 12 hundred
dollars, Boomtown is donating 500

hundred dollars to charity. After one
very tough month...everyone here

hopes their luck is about to turn
around.

The judge postponed the trial of
Bob Shell yesterday, after the defense
claimed evidence had been tampered
with.

Shell is charged with murder and
several sex crimes in the overdose
death of his girlfriend and model
Marion Franklin.

His attorney, Gil Davis, says
three computer hard drives seized from
Shell are missing e-mails and images.

Davis says the computers were
altered once they were in police
custody.

A new trial won't be scheduled
until December.

VO-NAT Last year, school districts spent an

average of 207-dollars per student in
an effort to meet the requirements of
the law.

That includes the costs of giving
tests and analyzing data.

However, on average, state and
local governments spent 50- dollars
more per student than they received
from the federal government.

The state study also found the
costs of complying with the law are
expected to increase over the next
three years.

(END SOT) On February 4, 1957, a gas explosion

occurred deep in the Pocahontas Fuel
Company's mine at Bishop.

It was not a loud blast, but it sent
dust and fumes streaming through the
corridors.

The victims were working on their shift
for less than 2 hours and had no clue
of the impending danger.

Five of the dead were even wearing
special lamps that were supposed to
indicate any unsafe gas buildup.

In this explosion, much of the force of
the blast escaped through an elevator
shaft.

One published account said if the shaft
did not exist, it is possible that all
177 miners would have died.
