and killed by a train this morning.

45 year old David Wayne Hale was
hit around 5 a-m along the tracks near
Old Roanoke Road in Elliston.

Hale owned Hale's Mobile Home
Park in Elliston.

Investigators don't know why he
was on the tracks, but he did live

hyrdroplaned into the guardrail on the
left side of the road.

It then skidded back across the

The problem is that fire and law
enforcement services in that area are
paid for by taxes.

But there are no businesses to
generate sales tax and homeowners who
were wiped out by Hurricane Katrina are
not paying proerty taxes.

And so far, Congress has failed

to pass a 750 million dollar loan
package that would allow local
governments to pay essential employees.
