(END SOT) In his first televised speech from the


Oval Office since announcing the
invasion of Iraq - President Bush
Sunday night - held true to that cause
- nearly three years later...


SOT: tonight I want to talk to you


about how far we have come in Iraq, and
the path that lies ahead.

Sunday's speech comes on the heels of
four major Presidential speeches on
Iraq and just three days after the
country's successful and relatively
peaceful parliamentary elections.
Taking advantage of his prime time slot
- Mr. Bush touted the fledgling
democracy's momentum, but countered
calls for a quick U.S. troop withdrawl.

We would hand Iraq over to enemies who
have pledged to attack us - and the
global terrorist movement would be
emboldened and more dangerous than ever
before.

The President warned the elections
would not bring an end to the violence
in Iraq, where he estimated 30,000
civilians and more than 2,100 Americans
have died, but insisted there is a
valuable return on the deadly cost.

SOT: And this vote - 6,000 miles away,


in a vital region of the world - means
that America has an ally of growing
strength in the fight against terror.

the focus on Iraq...this speech comes
at a time when Mr. Bush has sparked a
heated controversy in Congress over
secret spying in the U-S... that the
President himself approved.

The President maintains that his
actions are legal, that congress knew
about them, and that in a post 9-11

Meanwhile, Vice President Dick Cheney

made a surprise visit to Iraq today.

After arriving at the Baghdad airport,
Cheney took a helicopter to the Green
Zone in Baghdad -- where he met with
Iraq's leaders and military commanders.

Cheney also saw an Iraqi troop training
demonstration, and lunched with
soldiers who provided security for last
week's election.

The vice president is scheduled to
visit several other cities in the
Middle East between now and Thursday.

tough legislation to punish dog owners
whose pets injure or kill.

The move was motivated by the
March death of Dorothy Sullivan.

outside her Fredericksburg area home.

And several Danville pit bulls have
been involved in attacks this year.

Fatal dog attacks are not specified
under the state's involuntary

law that would add a provision to state
law making fatal attacks a felony.

Six of the city's 35-historic
streetcars are back in service today--
running along the Mississippi
riverfront and Canal Street.

The newer cars that usually travel
those routes were severely damaged by
Hurricane Katrina.

The green cars substituting for
them date back to the 1920s and usually
operate along the Saint Charles Line, a
National Historic Landmark.

The streetcar service was out of
commission since Hurricane

Katrina wiped out the utility poles and
metal tracks used to propel the cars.

at North Claiborne. In some cases,
they have become a pain in some people
s pocketbooks. We cannot have any
patrons come by to do business because
of all the Katrina cars here, said
Virgie Bibbins, owner of Club Fabulous
on North Claiborne. Bibbins said her
club has been ready for business since
Thanksgiving, but because of all the
abandoned cars left in the city owned
lot that she used as her parking lot,

she s done nothing but spend money to
stay afloat. This is a huge problem
over here, said Bibbins, Insurance
companies come all day and night
getting cars from under the overpass,
taking them from over there, bringing
them wherever, then the tow trucks come
right back and put five or six more
abandoned cars under here. Towing
companies spend days on end finding
cars and taking them to scrap yards to
be broken down, disposed of, or
recycled, but the problem is that only
vehicles that are insurance claims by
owners are being taken away. The rest
are deemed abandoned and left for the
city to pick up. New Orleans City
Councilwoman Cynthia Morrell said the
city is currently seeking contractors
to pick up and dispose of the abandoned
cars and that a decision should come
very soon. Virgie Bibbins said it can
t come soon enough. This is a
prolonged situation and I m really
ready to start my business, I really
am.
