GRAPHIC=Bush President Bush declares the U- S CAN

win and IS winning the war in Iraq.

That's from Bush's first prime time
address from the oval office

since he announced the invasion nearly
three years ago.

The President's latest speech to
improve poll numbers comes as he faces
new questions about his decision to
allow eavesdropping on Americans with
suspected ties to terrorists.

Susan Roberts reports.

(END SOT) From his desk in the Oval Office

president Bush issued a personal plea

to Americans.

BUSH SOT 9:16:00 Do not give in to

despair, and do not give up on this

fight for freedom.

His prime time address defending the
Iraq war.. caps off four other

major speeches aimed at rebuilding
dwindling public support.

The president spoke candidly about
faulty intelligence, mistakes, and

setbacks. He acknowledged doubts about
his strategy.. but did not give

an inch to critics.

BUSH SOT 9:13:56 To retreat before

victory would be an act of

recklessness and dishonor and I will
not allow it.

The president held out hope that once

the new Iraqi government moves

forward and Iraqi forces gain strength-
u-s troops can start coming home.

BRIDGE: Reaction to the speech here on
Capitol Hill has been mostly

divided along party lines.. but some
republicans are joining democrats

demanding answers from the
administration about a program to spy
on

Americans.

The president turned up in front of
cameras Saturday.. unapologetic

about the secret wiretaps.

He said after the September 11th
attacks he authorized the National

Security Agency to eavesdrop on the
phone calls and emails of people

with known connections to terrorists
without seeking warrants from the

courts.

(Sen. Lindsey Graham (R-SC))

GRAHAM 10:43:26 I applaud president for
being aggressive, but we cannot

set aside rule of law in time of war

Senator Graham and a host of other
lawmakers want the white house to

explain the legal authority for its
actions.

The president insists he did not exceed
his powers and that

congressional leaders were briefed
regularly on the program. Susan

still isn't giving the American people

(END SOT) From his desk in the Oval Office

president Bush issued a personal plea

to Americans.

BUSH SOT 9:16:00 Do not give in to

despair, and do not give up on this

fight for freedom.

His prime time address defending the
Iraq war.. caps off four other

major speeches aimed at rebuilding
dwindling public support.

The president spoke candidly about
faulty intelligence, mistakes, and

setbacks. He acknowledged doubts about
his strategy.. but did not give

an inch to critics.

BUSH SOT 9:13:56 To retreat before

victory would be an act of

recklessness and dishonor and I will
not allow it.

The president held out hope that once
the new Iraqi government moves

forward and Iraqi forces gain strength-
u-s troops can start coming home.

BRIDGE: Reaction to the speech here on
Capitol Hill has been mostly

divided along party lines.. but some
republicans are joining democrats

demanding answers from the
administration about a program to spy
on

Americans.

The president turned up in front of
cameras Saturday.. unapologetic

about the secret wiretaps.

He said after the September 11th
attacks he authorized the National

Security Agency to eavesdrop on the
phone calls and emails of people

with known connections to terrorists
without seeking warrants from the

courts.

(Sen. Lindsey Graham (R-SC))

GRAHAM 10:43:26 I applaud president for
being aggressive, but we cannot

set aside rule of law in time of war

Senator Graham and a host of other
lawmakers want the white house to

explain the legal authority for its
actions.

The president insists he did not exceed
his powers and that

congressional leaders were briefed
regularly on the program. Susan

(END SOT) From his desk in the Oval Office

president Bush issued a personal plea

to Americans.

BUSH SOT 9:16:00 Do not give in to

despair, and do not give up on this

fight for freedom.

His prime time address defending the
Iraq war.. caps off four other

major speeches aimed at rebuilding
dwindling public support.

The president spoke candidly about
faulty intelligence, mistakes, and

setbacks. He acknowledged doubts about
his strategy.. but did not give

an inch to critics.

BUSH SOT 9:13:56 To retreat before

victory would be an act of

recklessness and dishonor and I will

not allow it.

The president held out hope that once
the new Iraqi government moves

forward and Iraqi forces gain strength-
u-s troops can start coming home.

BRIDGE: Reaction to the speech here on
Capitol Hill has been mostly

divided along party lines.. but some
republicans are joining democrats

demanding answers from the
administration about a program to spy
on

Americans.

The president turned up in front of
cameras Saturday.. unapologetic

about the secret wiretaps.

He said after the September 11th
attacks he authorized the National

Security Agency to eavesdrop on the
phone calls and emails of people

with known connections to terrorists
without seeking warrants from the

courts.

GRAHAM 10:43:26 I applaud president for
being aggressive, but we cannot

set aside rule of law in time of war

Senator Graham and a host of other
lawmakers want the white house to

explain the legal authority for its
actions.

his powers and that

congressional leaders were briefed
regularly on the program. Susan

address to ask Americans for patience,
as he again made his case for staying

Bush is dealing with public doubt
about his policy in Iraq, while drawing
more criticism for authorizing the
national security agency to spy on
Americans.

ENG#2 State lawmakers are looking at

tough legislation to punish dog owners
whose pets injure or kill.

The move was motivated by the
March death of Dorothy Sullivan by a
band of pit bulls.

The new law would add a provision
to state law making fatal attacks a
felony -- punishable by up to a decade
in prison.
