GRAPHIC=Mornin' Plans to build a football stadium at

Patrick Henry High School have cleared
another hurdle.

Last night the Roanoke City School
Board asked city council for money to
pay for the stadium.

ENG#=1 VO-NAT

VO-NAT We also learned the timeline the

stadium will be built.

First the school system will hold
three meetings within the next month,
so the community can give input on what
the outside of the stadium should look
like.

Also within the next month or so,
council will vote whether to
appropriate 4 point one million dollars
to pay for the stadium.

If that's approved, actual site work
can get underway.

Breaking his plan down into dollars,
Governor Kaine says the average
driver's insurance premium will
increase 18 dollars a year.

The increase on vehicle registration
fees, less than 18 dollars a year.

If you buy a new car, between four and
ten extra dollars a month on your car
loans.

And the final chunk of money will
come from heftier fines for abusive
drivers.

This plan would enable the state to
double money for mass transit, and
increase money for local highway
construction projects by 90 percent.

But some are concerned that the

to Northern Virginia.

If you buy a new car, between four and

Timothy Allen Glover.

The school superintendent, meanwhile,
