The White House record says Blanco
gave that assessment three hours after
the National Weather Service reported a

Delays in confirming the breach held
up repairs, and have been a major issue
in reviews of the government's response
to Katrina.
Democratic lawmakers are once again
calling for an independent commission
to investigate the government's
