File Tape Last month, the appeals court in

retarded and insane.

According to the Death Penalty

been cited as the reason for mercy in
two of 229 grants of clemency issued to
condemned killers across the country
during the past 30 years.

One of those two cases was in
Virginia.

In 1999, Governor Jim Gilmore

retarded and insane.

According to the Death Penalty

One of those two cases was in

Governor Tim Kaine returned from
New York yesterday evening where he and
two budget conferees met with the
state's bonding agencies.

He says the companies are pleased
with the health of the state's economy,
but are watching budget talks closely.

If there's no deal by July first,
the governor assured them the state
will not shut down.

He remains optimistic that the
legislature will be able to get the job
