a new substation in Franklin County
finally got the green light yesterday.

The 138-thousand volt line would
serve residents in Westlake, Penhook,
and Blaine.

Many residents oppose the project
and they showed up in large numbers at
last night's Planning Commission
meeting.

Previously, the project had been
voted down but this time the Commission
gave it the green light.

The Board of Supervisors will
now have their say.

That meeting is scheduled for
August 22nd.

clean up the rivers and streams in
Virginia, nearly two thirds of the
state's streams and rivers are still
polluted.

That's from a water quality
report released by the Virginia
Department of Environmental Quality
yesterday.

Officials say the numbers sound
alarming, but add they're also testing
under stricter regulations.

The biggest problem in rivers,
like the James, is bacteria caused from
animal waste runoff-- and in some cases
human waste.

Officials say the bacteria level
around Lynchburg will improve once the
city's sewage-overflow problem is
fixed.

Meanwhile, they say citizens
should pay attention to areas under

fish consumption advisories.

A driverless dump truck ran into
one of the front columns of this
Walgreens on Williamson Road.

It happened around 1:30
yesterday, when a sewer worker on
*Hershberger Road* forgot to put on the
brakes.

The truck traveled about 500-feet
down Hershberger, before hitting a few
cars, a tree and eventually the store.

The driver of the truck,
53-year-old Donnie Lee Smith of
Troutville, was charged with failure to
set the parking brake.

River Valleys are getting a taste of
college life.

The Upward Bound program is
underway at Tech, but this year there's
a new feature.

Several students are taking
classes online.

The professor is in North
Carolina and they're taking the course
with other students from Concord and
Marshall Universities in West Virginia.

Organizers say, distance learning
is the way of the future, and these
kids are getting a leg "up" on the new
technology.

soldiers will be training at Fort
Pickett.

They're learning how to detain
people, brushing up on first aide and
map reading.

The first round will fly out to
Arizona this weekend for several days
of training with Border Patrol Agents.

halting internet gambling in Virginia.

authorities to work with Internet
