GRAPHIC=Business News In business news, a federal

judge has issued a stern rebuke to city
leaders in Martinsville who tried to
take over the local cable system.

While Martinsville cable
presented the case as "a right of first
refusal," Judge Michael Urbanski ruled
the city can't compete with Comcast.

He said Martinsville Cable is not
equipped to run a cable system and
lacks legal authority to own or operate
one.

The judge called it a brazen
leverage attempt, pointing out the city
was trying to "fill a revenue

shortfall" created by closing the city
landfill.

Unless the city appeals
yesterday's ruling, it looks like
Comcast will continue to operate cable
service in Martinsville.
