(END SOT) Hazmat teams are assessing what is left

of this hazardous waste plant in

Apex, North Carolina, following a night
of towering flames, widespread
evacuations and fears of toxic
chemicals threatening thousands of
people.Officials here say a turn in the
weather couldn't have come at a better
time.

Mayor Keith Weatherly/Apex, NC

The rainfall we received at first light
was the best thing we could have

happened to us for the air.

The rain helped extinguish the massive
fire and dissipate a toxic

chlorine plume that had drifted from
the burning hazardous waste storage

facility. Preliminary tests of the air
quality around the plant have been
promising.

Gwen Belton/CBS News:

But the weather here in this suburb of
Raleigh created another

concernthat rain waters would mix with
dangerous chemicals and drain into
ponds or streams.

Sec. Bryan Beatty/NC Crime Control and
Public Safety

There could be some runoff and theyll
check to make sure its safe. But
obviously the more rain you get the
better it is because once you have it
spread it dissipates.

And while the blaze still smolders,
thousands of evacuees remain displaced.
No one will be allowed back home until
the fire is completely extinguished.

Weatherly, hope that'll be a reasonable
expectation this afternoon.

One official said, "were not going to
allow people to return to their homes,
only to have another mishap."

Plan 9, a Richmond based company,
has opened two stores in the area, one
in Roanoke and another in Lynchburg.
