a week, a man has died in the Roanoke
River.

The latest incident happened
yesterday afternoon in the 16-hundred
block of Wiley Drive.

Right now it's unclear how he
actually ended up in the water.

Roanoke Police tell us they were
called out around 4 o'clock- but when
they got there, several people had
already pulled him out.

He was taken to the hospital
where he was pronouced dead.

An investigation is underway.

Hope Brickey says Glenvar

Elementary Principal Danny Guard made
her autistic son clean the boys
bathroom after feces and graffitti were
discovered on the bathroom stalls.

The Department of Social Services
is investigating the incident.

It released a report stating the
disciplinary action resulted in harm to
the child.

Guard released a statement
through his attorney saying he has
"always tried to discipline children
fairly" and believes "he will be
exonerated."

Beverly Alls has known Glenvar
Elementary Principal Danny Guard since
he was her 5th grade gym teacher.

And she says he has always been a

fair disciplinarian and doesn't see
anything wrong with a punishment one
parent says Guard gave her son.

week to give low-income residents and
families some relief from state taxes
is being well-received among a number
of community service agencies.

Kaine wants to raise the income
tax threshold for individuals from
7-thousand to 12-thousand dollars a
year AND from 14 to 24-thousand for
married couples.

The shift would mean almost
150-thousand Virginians would no longer
have state income tax deducted from
their paychecks.

A second artic blast to Oklahoma
Saturday left thousands without power
and made travel treacherous.

Power lines and tree limbs caked
with ice crashed to the ground under
the weight.

By this evening, forecasters are
predicting another inch of sleet and
snow in both central and western
Oklahoma.

Even with the winter weather, a
flash flood watch remains in effect for
southeastern Oklahoma, where three
highways were closed due to high water
Sunday.

Airports in both Tulsa and
Oklahoma City stayed open Saturday but
most flights were either delayed or
canceled.

California citrus growers are
bracing for potential disaster as
temperatures across the state dropp to
record lows that forecasters predict
could linger until the middle of next
week.

In Sacramento- the low
temperature tied a 1949 record of 22
degrees.

While the bitter cold there is

scenes.

after two-coal miners were killed
yesterday.

Mine officials say the two
victims were part of a crew engaged in
a technique called "retreat mining"
when the collapse happened yesterday
morning at the Cucumber Mine in
McDowell County.

The practice involves removing
pillars of coal that were first left as
roof supports.

It's unknown whether the miners
were killed by falling roof material or
a collapse of one of the mine's
pillars.

The other 35 miners underground
at the time of the accident got out
safely.
