On Monday, Delegate Frank
Hargrove told a Charlottesville
newspaper reporter that Virginia's
black citizens need to get over it.

He says no one living today had
anything to do with slavery, or the
violence against Native Americans.

Yesterday the chairman of the
Black Legislative Caucus said he's
appalled.

The caucus is supporting the bill
to help those affected by slavery heal.

says the cat population is out of

:07 Jerry Greer says over the last
month he's taken more than a dozen
phone calls from people complaining
about strays.

He says they're worried un-kept
cats could be carrying rabies and
eventually pass it on to humans.

That's why Greer has proposed an
ordinance that would require all cat
owners to purchase a license, so the
county can easily identify cats who've
had their shots and those who haven't.

sprouted their flowering buds.

The hard-freezing temperatures
threaten to damage or kill off parts of
plants, sections of twigs and in
extreme conditions, whole limbs.


California has already seen the
effects of three nights of freezing
temperatures.

It's been reported that up to
three-quarters of the state's
billion-dollar citrus crop has been
destroyed.

Here in the Commonwealth, orchard
growers could have their crops
compromised as well.

Authority is hoping federal officials
will reconsider their sanctions against
the agency.

The Housing Authority has
responded to a federal review that
found serious violations, and directed
the agency to reimburse almost two
million dollars.

Local officials say they
recognize the seriousness of the
problems, but hope the U-S Department
of Housing and Urban Development will
agree to a smaller reimbursement.

Executive Director Ellis Henry is
hopeful that federal officials will
consider the request, in part because
the housing authority reported the
violations itself, and asked for HUD's
help in correcting the problems.

make it difficult for couples to get a
divorce...

Divorce reform is on the Family
Foundation's agenda that some local
folks were in Richmond today to help
push.

Virginia law allows no- fault
divorces....that means a marriage can
be dissolved without either party
showing fault.

Delegate Bob Marshall wants to
change that by denying couples with
young children a no- fault divorce if
either spouse objects.

Another bill would allow couples
to sign a pre or post- nuptial
agreement to make it more difficult to
get out of the marriage.

Supporters believe limiting
divorce will help children.

It opened several months ago.

Chief Wendell Flinchum calls it
an effort to create a better
