It's all because of a program
called youth court, and it meets once a
week at Patrick Henry and William
Fleming.

Youth court is completely
voluntary.

A student must first plead guilty and
then appear before a jury of their
peers.

By doing that, he or she avoids a
suspension It's important to point
out the students mainly hear cases that
involve minor offenses like a
disruption in the classroom.

Also, administrators and actual
lawyers serve as advisors to make sure
everything is done fairly and by the
book.

boating safety course before operating

Yesterday a Senate committee
advanced the House version.

Under Delegate Kathy Byron's
bill- boaters would face a 100- dollar
fine for failing to take the class.

Boaters with a mariner's license
would be exempt.

Many Virginians believe the bill

something the legislature appears to
agree with this year.

If it passes, the requirement

That was the message in last
night's State of the City address
delivered by Mayor Joan Foster.

Foster told a packed crowd in
council chambers that Lynchburg has a
lot to be proud of, including a booming

revitalized downtown.

But she says there needs to be an
ongoing dialogue about racial issues.

Many minority residents are still

The city is asking outside
