a bill sponsored by Salem Delegate
Morgan Griffith that would ban smoking
in restaurants unless they post signs
saying "smoking permitted."

Today, Governor Kaine amended the
bill to ban smoking outright in all
Virginia restaurants.

The governor believes

prohibiting smoking would protect the
health of both customers and employees.

As you might imagine, smokers
hate the idea of a ban, while
non-smokers support it.

thumbprint on the legislature's
transportation bill today.

half- billion dollar bond package to
three- billion.... money intended to
jump- start construction projects.

The bill calls on drivers with
eight or more demerit points on their
driving records to pay higher fines,
while vehicle registration fees
increase by ten- dollars.

Kaine's changes also increase the
tax on diesel fuel from 16- cents to
17- and- a- half.

The Democrat calls the bill far
from perfect, but believes it goes a
long way towards improving Virginia's
transportation problems.

allow a bill that restricts biosolids
storage pits to take effect almost
immediately.

File Tape The measure was sponsored by
State Senator Steve Newman, in part

because of concerns over two sludge
storage pits in Bedford County.

Newman negotiated with the
Synagro (SIN-uh-grow) Corporation to
close those pits after neighbors
complained.

But he was concerned other
companies might try to open new pits
before his biosolids bill became law in
July.

So Governor Kaine granted
Newman's request to have the measure
take effect April 1st- -that's this
SUNDAY!

against controversial plans for a
railroad yard.

10 potential sites for Norfolk
Southern's intermodel railyard.

on the review process, but quickly came
under fire for not having many answers.

home and several pets in a fire this
afternoon.

house on Noble Avenue.

A dog and several puppies
died before firefighters could get them
out. Another adult dog and a puppy
survived and were taken to an emergency
veterinary hospital.

The fire caused extensive
damage to the home.

Fincastle....DAYS after a tanker
accident that killed the driver.

40 year-old Richard Garman was
killed when his truck went off the road
and overturned.

Emergency management crews
believe nearly all of the 75-hundred
gallons of diesel fuel he was carrying
spilled.

Now environmental cleanup crews
are working to keep as much fuel as
possible from getting into nearby Town
Branch and Catawba Creeks.

This is expected to be an ongoing
process which will take weeks.

Tuition at Virginia Tech is going
up.

six and a half percent increase for
in-state students.

That means, undergrads from
Virginia, who also live on campus will
pay about 12-thousand- 500 dollars a
year.

Tuition for out of state students
is going up 4 and a half percent.

The University says it will
funnel more money into its financial
aid program to help students afford the
increases.

optimistic. I expect to do next week

There were no signs of foul play.

Smith was found unresponsive in
her hotel room last month.

Her death touched off a legal

the Bahamas, where she had been living
at the time of her death.
