firm tonight against Norfolk Southern's
plans to put a rail yard in Elliston.

10 potential sites, from across the
Roanoke Valley, for a multi-million

Elliston for the rail yard.

The company even started making
offers to people for the land.

The existing tax on auto-

Drivers with eight or more
demerit points on their driving records

Kaine's changes also bring the
tax on diesel fuel in line with that on

today that expand the crimes punishable
by death in Virginia.

trigger-man rule, by allowing capital
punishment for those who plan for
others to carry out a killing.

Governor Kaine is morally opposed
to the death penalty, but has allowed
several sentences to be carried out
under his watch.

The Democrat says he doesn't
think capital punishment needs to be
expanded in order to keep Virginians
safe.

Lawmakers can override Kaine's
vetoes when they return to Richmond for
the veto session next month.

been arrested for carrying a loaded

pistol into a Senate building.

The gun apparently belonged to
Webb himself, but the aid was holding
on to it after taking Webb to the
airport today.

The gun was revealed when the
aide tried to pass through a security
X-ray machine. He faces several
charges. Webb says the incident was an
"oversight."

writing much bigger checks to stay in
class next year -- tuition is going up
again.

six and a half percent increase for
in-state students.

That means, undergrads from
Virginia, who also live on campus will
pay about 12-thousand 5-hundred dollars
a year.

Tuition for out of state students

funnel more money into its financial
aid program to help students afford the
increases.

throughout the week after a deadly
tanker truck accident.

40 year-old Richard Garman was
killed when his truck went off the road
and overturned last week.

Emergency management crews
believe nearly all of the 75-hundred
gallons of deisel fuel he was carrying
spilled.

Crews have dug somethign called a
"trench catch" as the first line of
defense to stop the diesel.

But, if it does manage to get

into the creek- material lines the bank
to absorb the fuel.

A mile down stream -in Catawba
Creek- an "underflow dam" is being
constructed if anymore fuel slips
through the cracks.

These measures will be in place
until all of the contamination is
removed.

any criminal negligence in the death of
Army Ranger Pat Tillman.

by friendly fire....and after two
separate investigations it was
determined an accident.

But what was not an accident was
the failure on the Army's part......

Investigators say that officers
looking into the incident passed along
misleading and inaccurate information
and

delayed reporting that Tillman was
killed by his fellow soldiers.

The investigators have now
recommended that the Army take action
against the officers.

game to Giles and in the process,
missing out on the playoffs. In the
off-season Head Coach Lee Johnson left
the Highlanders to take over as the
Coach of North Cross. Glenvar has
found their replacemant, a name that is
sure to resonate with many in the
Valley.

VO-NAT Kevin Clifford has been hired as

the Head Coach of the Highlanders.
Clifford was last a Head Coach at
Patrick Henry.

That stint ended when Clifford
was convicted of misdemeanor assault
for striking a player in the face after
a P.H. game against Halifax County

Clifford then resigned as the
Head Coach of the Patriots and appealed
the conviction.

A judge in Halifax County
reversed the verdict and Clifford was
cleared of the charges.

This past season Clifford served

This Morning Ritchie McKay entered the DeMoss
Center as the Head Coach of Liberty's
Basketbal Program. He was welcomed to
the Hill City by athletic director Jeff
Barber and chancellor Jerry Falwell.

The 41 year old McKay, was

recently fired after 6 seasons as the
Head Coach of New Mexico. He had a
winning record for the Lobos, going 82
and 69. He was replaced by Steve
Alford.

At Liberty he becomes the 7th
Head Coach in the School's history
taking over for Randy Dunton.

McKay has spent his entire
coaching career, West of the
Mississippi.
