legislature's two and a half billion
dollar bond package to three- billion.

Instead of dipping into the
state's general fund to repay the debt
- he's dedicating one third of the tax
on auto- insurance premiums to the
cause.

Portions of the recordation tax
will be used to beef up the

transportation maintenance fund and
give local transit systems a boost.

leaders, Kaine allows the bond money to
be used for urban and secondary road
improvements.

Drivers with eight or more
demerit points on their driving record
will pay higher fines, vehicle
registration fees will increase by ten-
dollars--- heavy trucks will pay more.



Kaine also suggests bringing the
tax on diesel fuel in line with that on
gasoline - increasing it from 16- cents
to 17 and a half.

Alluding to years of partisan
bickering over transportation
funding... one local leader reminded
Virginia's road problems carry no
political preference.

bill that restricts biosolids storage
pits to take effect almost immediately.

Senator Steve Newman, in part because
of concerns over two sludge storage
pits in Bedford County.

Newman negotiated with the Synagro
(SIN-uh-grow) Corporation to close
those pits after neighbors complained.

But he was concerned other
companies might try to open new pits
before his biosolids bill became law in
July.

So Governor Kaine granted Newman's
request to have the measure take effect
April 1st- -that's this SUNDAY!

State police stopped a car with a

woman at the wheel.

-year-old Wayne R. Mack, got out and
ran.

The woman told the trooper that
it was her husband and provided the
man's social security number.

The number led to an active
protection order the wife had taken out

home and several pets in a fire this

afternoon.

A dog and several puppies
died before firefighters could get them
out. Another adult dog and a puppy
survived and were taken to an emergency
veterinary hospital.

The fire caused extensive

Nelson Lee of Alton was murdered Sunday

financial pinch.

Tuition at Virginia Tech is going
up.

six and a half percent increase for
in-state students.

That means, undergrads from
Virginia, who also live on campus will
pay about 12-thousand- 500 dollars a
year.

Tuition for out of state students
is going up 4 and a half percent.

aid program to help students afford the
increases.
