legislature's two and a half billion
dollar bond package to three- billion.
Instead of dipping into the
state's general fund to repay the debt
- he's dedicating one third of the tax
on auto- insurance premiums to the
cause.

will be used to beef up the
transportation maintenance fund and
give local transit systems a boost.

leaders, Kaine allows the bond money to

Drivers with eight or more
demerit points on their driving record
will pay higher fines, vehicle
registration fees will increase by ten-
dollars--- heavy trucks will pay more.
Kaine also suggests bringing the
tax on diesel fuel in line with that on
gasoline - increasing it from 16- cents
to 17 and a half.
Alluding to years of partisan
bickering over transportation
funding... one local leader reminded
Virginia's road problems carry no
political preference.

bill that restricts biosolids storage
pits to take effect almost immediately.

File Tape The measure was sponsored by State
Senator Steve Newman, in part because
of concerns over two sludge storage
pits in Bedford County.
Newman negotiated with the Synagro
(SIN-uh-grow) Corporation to close
those pits after neighbors complained.
But he was concerned other
companies might try to open new pits
before his biosolids bill became law in
July.
So Governor Kaine granted Newman's
request to have the measure take effect
April 1st- -that's this SUNDAY!

killed a truck driver- workers continue
the clean up.

killed early Friday morning when his
truck went off the road and overturned
on route 220 in Fincastle.
Garman's truck was carrying
75-hundred gallons of diesel fuel.

-TWICE- -last night is now in custody.
State police stopped a car with a
woman at the wheel.

A passenger in the car, 28
-year-old Wayne R. Mack, got out and
ran.
The woman told the trooper that
it was her husband and provided the
man's social security number.
The number led to an active
protection order the wife had taken out
against Mack.

Mack's father turned him this

He's charged with stealing the

home and several pets in a fire this
afternoon.

house on Noble Avenue.
A dog and several puppies
died before firefighters could get them
out. Another adult dog and a puppy
survived and were taken to an emergency
veterinary hospital.
The fire caused extensive
damage to the home.

residents find a temporary place to
stay.

to death over the weekend.
Deputies say 43-year-old Ricky
Nelson Lee of Alton was murdered Sunday
in Caswell County, North Carolina.

financial pinch.
Tuition at Virginia Tech is going
up.

The Board of visitors approved a
six and a half percent increase for
in-state students.
That means, undergrads from
Virginia, who also live on campus will
pay about 12-thousand- 500 dollars a
year.
Tuition for out of state students
is going up 4 and a half percent.
The University says it will
funnel more money into its financial
aid program to help students afford the
increases.

challenge-grant from Roanoke City
Council this morning.
Council members want to put the
zoo and the city to the test by
matching the money they raise.
Zoo officials have planned
several fundraisers but say community
involvement is the biggest factor in

welcomed to the Hill City by athletic
director Jeff Barber and chancellor
Jerry Falwell.
McKay, who is 41, was recently
fired as the head coach at New Mexico
where he spent six seasons coaching the
Lobos' program - during that time his
teams won 82 games and lost 69.
At Liberty he replaces Randy
Dunton and becomes the seventh coach in
the history of the Flames' program.
This will be his first coaching
job east of the Mississippi.
