jump- start construction projects.

The bill calls on drivers with
eight or more demerit points on their
driving records to pay higher fines,
while vehicle registration fees
increase by ten- dollars.

Kaine's changes also increase the
tax on diesel fuel from 16- cents to
17- and- a- half.

The Democrat calls the bill far
from perfect, but believes it goes a
long way towards improving Virginia's
transportation problems.

five bills that expand the crimes
punishable by death in Virginia.

trigger-man rule, by allowing capital
punishment for those who plan for
others to carry out a killing.

Governor Kaine is morally opposed
to the death penalty, but has allowed
several sentences to be carried out
under his watch.

The Democrat says he doesn't
think capital punishment needs to be
expanded in order to keep Virginians
safe.

Lawmakers can override Kaine's
vetoes when they return to Richmond for
the veto session next month.

woes.

dollar challenge grant from Roanoke
City Council yesterday morning.

City leaders will match the money
raised by the Zoo and the Roanoke
community.

Zoo leaders have several
fundraisers planned, but say visitors
to the Zoo play the biggest role in
improving the facility.

A children's barn and a new
addition to its exotic animals is on
the way -- with a young red panda
joining the current panda, Sofia next
month.

has been arrested for carrying a loaded
pistol into a Senate building.

The gun apparently belonged to
Webb himself, but the aid was holding
on to it after taking Webb to the
airport today.

The gun was revealed when the
aide tried to pass through a security
X-ray machine. He faces several
charges. Webb says the incident was an
"oversight."
