GRAPHIC=VA Legislature Virginia lawmakers are due back

in Richmond today to consider changes
Governor Kaine made to more than 100-
bills.

ENG#=1 VO-NAT

*CG locator Dinwiddie Co.
File Tape On transportation, Kaine
increased the legislature's two- and-
a- half- billion- dollar bond package
to three- billion.... designating
existing taxes to repay the debt.

He also proposes increasing the
tax on diesel fuel to match that on
gasoline.

Delegate Morgan Griffith will ask
the House to reject Kaine's amendments
to his smoking bill... changes that ban
smoking in ALL restaurants.

Griffith fears the amendments go
too far... affecting smoking near
street venders and in stadiums.

The next topic...should Virginia
expand its list of crimes punishable by
death?

Kaine *vetoed* five bills that do
just that.

Lawmakers CAN override the
governor's vetoes with a two- thirds
vote in both houses.

They convene this afternoon in
the renovated capitol.

That's where the "everyone is
special" Adaptive Learning program
comes into play.

The LAUREL program in Lynchburg
provides classroom instruction for
regional students, ages 2-to-21, who
are severely and profoundly mentally or
physically handicapped or autistic.

Amazement Square's Adaptive
Learning program aids the school by
teaming up staff members and equipment
to assist in art exercises.

The program offers the children
an opportunity to experience things
they otherwise would not be exposed to.

Just like a non-handicapped student

It offers them socialization which is
extremely important. It's an

watching the kids work with their
