Twenty-nine year-old Ricky
Poindexter posted the police video on
YOU TUBE.

He says it shows police beating
him after a traffic stop in downtown
Roanoke last year.

Poindexter was eventually charged
with felony assault-and- battery on a

On the morning of June 17, 2006- three
men were pulled over near the
intersection of Church and 2nd Streets.

The driver was arrested and passenger,
29-year old Ricky Poindexter was
questioned. Off-camera Poindexter says
an officer used racial slurs and
prepared to arrest him.

Civil Rights Advocate Martin Jeffrey
says while there are good officers out
there - this instance shows a systemic
problem within the Roanoke Police
Department.

A Roanoke Police spokeswoman couldn't
comment on the ongoing case, but says
the department monitors when, how and
if its officers have to use force-

In 2004 - officers reported
267-incidents, in 2005 - 329 and last
year - 342 were reported.

On the otherhand, use of force
complaints made by the community were

down.

In 2005 -32 complaints were filed
compared to 21 in 2006.

Regardless, Jeffrey says the night in
question was out of line..

As a result, it's affecting a number
of state agencies including the D-M-V.

it left the agency's website unusable.

Dozens of people showed up at the
Roanoke location this afternoon, having
no idea there was even a problem.

It lasted only about 20 minutes,
but by the time it reached Rocky Mount,
the storm packed straight-line wind
gusts of 60 miles an hour.

The brunt of the damage took
place in the downtown business area.

At M-W Manufacturers powerful
winds ripped a large chunk of the roof
off and downed several power lines.

Across the street at another
business on North Main, two- by-four's
forked their way through ceiling.

security changes for students this
fall.

All the doors will have crashbars
on them like this one, which was added
to Norris Hall.

Dorms will now be locked 24 hours
a day. Students will have to swipe
their Hokie Passport card to get into
their dorm and will have limited access
to other residence halls.

The new measures are in response
to the April 16th tragedy.

Tech officials say they plan to
announce several more security changes
in August before the new school year
begins.

GRAPHIC=Survey USA A News-7 poll shows most Roanoke

residents want a new amphitheater, but
they don't like the way City Council
has handled the issue.

VO-NAT Of 500 city residents polled by
NO SUPER Survey USA, 61 per cent told us they
want a new facility - more than double

those who do not.

As for specific sites, the
greatest number - 40 per cent - favor
the Victory Stadium location. City
Council voted to seek proposals for
that site earlier this week. 30 per
cent say they prefer Elmwood Park.

There is greater agreement when
it comes to City Council. 70%
disapprove of the way it has handled
the amphitheater issue.

backup today on Interstate 581.

The rig overturned beneath the Peters
Creek Road bridge, blocking two of the
three southbound lanes and creating
some long waits.

State Police believe the truck's load
shifted as it rounded the on-ramp
leading onto the highway.

The driver's injuries appear to be
non-life threatening.

National Guard to help get water to
Goshen. The Rockbridge County town's
several hundred residents have been
without reliable water service since
last week.

Friday Health officials say the
outage could last several more days.

The Virginia Department of
Health says state and local crews are

working around the clock to find and
fix the problems. So far, eight leaks
have been found and repaired. Even
after service is restored, the health
department says a boil advisory will
remain in effect until tests show the
water is safe.

In the meantime, thousands of
gallons of bottled water have been
trucked into town. Water tankers are
also available for non-drinking uses.

its floodplains.

Federal Emergency Management officials
at the Jefferson Center this afternoon
to see if their properties might either
be added to or removed from designated
the flood plains.

Flood plains actually evolve, so

FEMA's goal is to inform people of
hazardous flood areas.

Chip is on the West coast this

National Club Pro Championship, Chip is

on the second playoff hole earning a
spot in the PGA Championship for the
3rd time in four years. He hopes to
make it 4 out of 5 with a top 20 finish
this weekend in Sunriver, Oregon.

While Sullivan has focused on getting
his game in shape, he's also had to
take care of himself physically. He
was recently diagnosed with diabetes,
but is managing his illness the same
way he manages the course.
