*CG file File Tape

On his monthly radio show, callers
pressed Kaine on the so- called
"abusive driver" laws that take effect
Sunday.
*CG locator Richmond It was part of this year's
transportation bill to generate money
for road maintenance.

Kaine said he signed the fees into
law, because neither lawmakers

nor the public wanted higher gasoline
or new car taxes.

The new law imposes stiff fees that
have to be paid for three years.

It doesn't apply to out- of- state
drivers, because the D-M-V collects the
fees as a condition for renewing
vehicle registrations.

Some Virginians are upset about the
discrepancy.

Kaine said today it's something the
legislature may address in the future.

We have breaking news at this hour,
Senate opponents have succeeded in
stopping a bill to legalize millions of

The vote means that major action on
immigration is likely to be put off
until after the 2008 elections.

Supporters fell 14 votes short of the
60 they'd need to limit debate and
clear the way for final passage.

Critics charge the measure would offer
amnesty to illegal immigrants.

While firefighters have made a line
around 80-percent of the fire ... fire

investigators working on a cause have
ruled out lightning. They say that

leaves someone to blame, perhaps with a
cigarette or a campfire.

place where it started and it's a rock

outcropping by a pond. The kind of
place where people might be sitting

around."

"This is day five of the assault on
this fire ... and it's back-breaking

simply muscle and determination."

"It's hard because we just work with
hand tools, we work with no water, and

uh, 12 hour shifts, it's pretty hard."

By the latest estimates ... the fire
won't be fully contained until next

Tuesday ... that's IF the weather
cooperates.

" They're calling for 30-40 mile an
hour winds."

That prediction for Wednesday never
came to pass. The winds stayed calm and

firefighters got a jump. But there's
the same threat of wind later today ...

and the same sense of fighting not just
the fire, but the clock, on the front

lines.

chronicle Marshall's rise to football
prominence following a 1970 plane crash
that killed most of the team.

Deborah Novak and John Witek
filed the lawsuit in federal court in
California.

They're accusing Warner Brothers
Pictures and others associated with the
movie of fraud, copyright infringement
and breach of contract.

They say the lawsuit represents
an ongoing battle over intellectual
property - adding that Hollywood has a
history of stealing writers' ideas and
not paying them.

Warner Brothers has not commented
at this time.
