(END SOT) IMMEDIATELY AFTER RETURNING FROM A

FACE-TO-FACE MEETING WITH RUSSIAN
PRESIDENT

VLADIMIR PUTIN... PRESIDENT BUSH SPARED
FORMER WHITE HOUSE AIDE LEWIS

"SCOOTER" LIBBY -- FROM HAVING TO SERVE

TWO AND A HALF YEARS IN PRISON.

THE PRESIDENT'S DECISION CAME JUST
HOURS AFTER A FEDERAL APPEALS COURT
RULED

THAT LIBBY COULD 'NOT' DELAY THE START
OF HIS PRISON SENTENCE -- WHILE HIS

APPEAL WORKED ITS WAY THROUGH THE COURT
SYSTEM.

IN A STATEMENT, PRESIDENT BUSH SAID,
QUOTE - "I RESPECT THE JURY'S VERDICT.

BUT I HAVE CONCLUDED THAT THE PRISON
SENTENCE GIVEN TO MR. LIBBY IS

EXCESSIVE."

(STANDUP BRIDGE: Drew Levinson / CBS
NEWS / THE WHITE HOUSE) - "THE
PRESIDENT

WENT ON TO SAY, HIS DECISION TO COMMUTE
LIBBY'S SENTENCE -- LEAVES IN PLACE A

HARSH PUNISHMENT. LIBBY WILL HAVE TO
PAY A 250-THOUSAND DOLLAR FINE... AND

HE'LL BE ON PROBATION FOR 2-YEARS."

BUT CRITICS OF THE ADMINISTRATION, LIKE
SENATOR CHUCK SCHUMER SAY --

"This is just the latest example of a

White House that holds itself

THE FORMER CHIEF OF STAFF TO VICE
PRESIDENT DICK CHENEY WAS CONVICTED OF

PERJURY AND OBSTRUCTION OF JUSTICE
DURING A FEDERAL INVESTIGATION INTO WHO

LEAKED THE NAME OF CIA AGENT, VALERIE

A SPOKESMAN FOR THE PRESIDENT INSISTS,
MISTER BUSH DID 'NOT' MAKE THE DECISION

OF PRESSURE FROM THE FORMER WHITE HOUSE
