"unconstitutional," ruling that the
civil fines should apply to all

law on Virginia highways they're
prosecuted the same as residents and
the judge believes abuser fees
shouldn't be any different.
The case was immediately appealed
and could be heard as early as next
week, but it'll have to move higher
than the Henrico County Circuit Court
before having statewide implications.

In other news -- the collapse of
a bridge in Minneapolis is spurring a
closer look at bridge safety across the
country and here in the Commonwealth.

It was during yesterday's evening
rush when the bridge collapsed, sending
about 50 vehicles into the Mississippi
River.
Authorities spent today searching
for victims and clues as to what caused
the disaster.
At least four people were killed,
but that number is expected to rise.
The bridge had been scheduled for
repair, but was not considered
dangerous.

collapse.

names of the two teenagers who were
killed in an accident in Bedford County
last night.

Route 24 near the intersection with
Route 122.
Authorities say Stephen Miles
Radlbeck \cf1 (RADDLE-beck) \cf0 ran off the
road, overcorrected and skidded into
the path of a van.
Radlbeck was just 17-- he was
killed along with a 15 year old who was
riding in the car.
Her name was Amanda Miller.
Both were wearing their
seatbelts.
A 14-year-old girl was in the
back seat- she was hurt but is expected
to survive.
Investigators believe
inexperience was a factor in that
crash.
