More than TEN YEARS after the death of
Diana...FINALLY, the official inquest
into EXACTLY what happened that night
begins.
11 jurors, ordinary members of the
British public, will be asked -- not to
place blame -- but to decide HOW the
Princess died.
JOSHUA ROZENBERG, LEGAL COMMENTATOR:
IT'S NOT LIKE A COURT WITH PROSECUTION
ON THE ONE SIDE AND DEFENCE ON THE
OTHER. THIS IS AN INQUISITORIAL
PROCEDURE. IT'S AN INQUIRY.
Two independent police investigations
have determined her death was an
ACCIDENT -- that her driver was
SPEEDING and DRUNK when he smashed into
a pillar in a Paris tunnel.
But the findings haven't convinced
Mohammed al Fayed, whose son Dodi --
Diana's lover -- also died in the
crash. He says the couple was MURDERED
by the ROYAL FAMILY...and has hired a
team of lawyers to prove it.
And under British law, whenever anybody
dies violently, an official inquest is
held.
(STANDUP BRIDGE) CHARLIE D'AGATA/LONDON
(at buckingham palace)
THE PROCEEDINGS THREATEN TO SHAKE THE
VERY FOUNDATIONS OF THE ROYAL FAMILY.
THERE'S A CHANCE SENIOR ROYALS MAY BE
ASKED TO GIVE EVIDENCE...INCLUDING HER
MAJESTY, THE QUEEN.
When the royal murder conspiracy theory
is addressedsome of the questions may
be uncomfortable. Was Diana PREGNANT
with Dodi's baby? ... and were they
about to announce their engagement?
ROBERT JOBSON SOT - TBA
The answers won't come easily, or
cheaply...the inquiry's expected to
cost more than twenty million dollars,
and last at least six months.

(END SOT) A scathing congressional report on
Blackwater operations alleges the firm
is
an out-of-control, trigger-happy outfit
that shoots first and asks questions
later.
(nats)
Blackwater got major headlines 2 weeks
ago when it was involved in a massive
firefight in a crowded Baghdad square
that left 11 civilians dead. At the
State Department's request, the F-B-I
is sending a team to investigate.
Blackwater calls it self-defense. The
Iraqis call it murder.
(SOT IRAQI PRIMI MINSTER NOURI
AL-MALIKI natup then translator): "WE
WILL NOT
TOLERATE THE KILLING OF OUR CITIZENS IN
COLD BLOOD BY A COMPANY WHICH PLACES
NO VALUE ON THE LIVES OF IRAQI
CITIZENS."
Blackwater forces in Iraq - who usually
act as security detail and are
supposed to use defensive force only -
(graphic-in) have been involved in at
least 195 shootings since 2005. That's
almost one-and-a-half every week. And
in more than 80-percent of the
incidents, the private guards were said
to have
fired first.
Blackwater bills the government more
than 12-HUNDRED dollars per day per
man,
earning more than a BILLION dollars
since the invasion.
And while the miltary insists the firms
are crucial---
(SOT ADMIRAL MARK I. FOX,
COMMUNICATIONS DIVISION CHIEF,
MULTI-NATIONAL
FORCE): "THE PRESENCE OF A NUMBER OF
THESE PEOPLE HERE IN IRAQ ARE ESSENTIAL
TO A LOT OF OUR OPERATIONS, THAT'S JUST
A FACE OF LIFE."
--Critics call the private guards
unnaccountable and unruly.
(too quick to font JEREMY SCAHILL,
AUTHOR "BLACKWATER: RISE OF THE WORLD'S
MOST POWERFUL MERCENARY ARMY")(OVER
PIX): "NOT A SINGLE ARMED CONTRACTOR
HAS
EVER BEEN PROSECUTED FOR ANY CRIMES IN
IRAQ. NOT UNDER IRAQI LAW, U-S LAW, OR
MILITARY LAW. IT TRULY IS LIKE A WILD
WEST ATOMOSPHERE."
(oncam)
BESIDES ASKING ABOUT THE SHOOTING
INCIDENT, THE CONGRESSIONAL COMMITTEE
WILL
QUESTION THE GOVERNMENT'S HEAVY - AND
INCREASING - RELIANCE ON PRIVATE
SECURITY FIRMS THAT CRITICS CHARGE HAVE
TURNED A COALITION OF THE WILLING INTO
A COALITION OF THE BILLING.
