GRAPHIC=none Pakistan is still under emergency
rule this morning... but President
Musharraf is vowing to still hold
elections in January.
That's not what opposition leaders
want to hear.
They say parliamentary elections
under the current conditions would be a
sham.
Tara Mergener reports.

In his first public remarks since
suspending the constitution more then a
week
ago, President Musharraf offered a
mixed message.
(SOT PRESIDENT GENERAL PERVEZ MUSHARRAF
153945): "THERE IS NO DOUBT THIS WAS
THE MOST DIFFICULT DECISION I HAVE EVER
TAKEN IN MY LIFE."
Pakistan will stick to its January
schedule for elections, but the vote
will
take place under emergency rule,
raising doubts the election can be free
and
fair.
(SOT MUSHARRAF 203530): "I DO
UNDERSTAND THAT EMERGENCY HAS TO BE
LIFTED BUT I
CANNOT GIVE A DATE."
Opposition leaders called the mixed
message a sham, but former Prime
Minster
Benazir Bhutto - just days after she
was briefly put under house arrest -
stopped short of condemning the
surprise announcement.
(SOT BENAZIR BHUTTO/FORMER PRIME
MINSTER): "WE CONSIDER THE ANNOUNCEMENT
OF
THE ELECTION SCHEDULE A POSITIVE
DEVELOPMENT."
(nats)
U-S officials welcomed the pledge but
remained concerned citizens' rights had
still not been restored.
(SOT CONDOLEEZZA RICE/SECRETARY OF
STATE): "IT'S NOT A PERFECT SITUATION."
Musharraf's crackdown means no
political demonstrations or rallies.
Thousands
have been jailed in defiance of the ban
and critics wonder how campaigning can
take place under threat of arrest.
(oncam)
The White House remains squarely behind
their key ally. President Bush said
until he has reason otherwise, he'll
take Musharraf at his word.

(SOT PRESIDENT GENERAL PERVEZ MUSHARRAF

THE MOST DIFFICULT DECISION I HAVE EVER
TAKEN IN MY LIFE."
Pakistan will stick to its January
schedule for elections, but the vote
will
take place under emergency rule,
raising doubts the election can be free

fair.
(SOT MUSHARRAF 203530): "I DO

Opposition leaders called the mixed

stopped short of condemning the
surprise announcement.
(SOT BENAZIR BHUTTO/FORMER PRIME

Musharraf's crackdown means no

Thousands
have been jailed in defiance of the ban
