hdavis@wdbj7.com West Virginia's getting tougher
on drunk drivers.
The Legislature agreed during its
session this weekend, all first-time
offenders with blood-alcohol levels of
point 15 or greater will have to have
an interlock system installed in their
vehicles.
That means drivers would blow
into a device to measure their blood
alcohol level before their car would
start.
West Virginia already requires
the interlock program for
repeat offenders.

(END SOT) Wyoming has spoken and on Tuesday it
will be Mississippi's turn. Saturday's
caucuses in Wyoming earned Barack Obama
two more delegates than Hillary
Clinton but the democratic race to the
White House could ultimately be
determined by two states who voted
months ago:
(Super: Howard Dean/D-N-C) :19 - :24
VIDEO FROM CBS/FACE THE NATION
" I THINK IT'S VERY UNLIKELY THAT
FLORIDA AND MICHIGAN, GIVEN HOW CLOSE
THIS
RACE IS, IS GOING TO BE SEATED, AS IS."
There are more than 300 delegates
between the two states - but both
Michigan
and Florida chose to go against party
rules when they held their primaries
early. As a result, both states knew
going in their delegates would not be
seated....at the Democratic National
Convention in August. NOW those
delegates
may be needed to determine who gets
the nomination.
(Dean - quick)
"EVERYONE'S GOING TO WORK VERY HARD TO
FIND A COMPROMISE WITHIN THE RULES
-THAT'S FAIR TO BOTH CAMPAIGNS....
Sen. Bill Nelson /D- Fl :52 - :58
'WE EITHER HAVE TO HAVE A PLAN AS
COUNTING THE PRIMARY AS IS - OR DOING
IT
OVER....'
One way to do it over would be using a
mail-in vote:
(Super: Sen Carl Levin/D-Michigan )
1:04 - 1:13
VIDEO FROM ABC/THIS WEEK
IF WE CAN WORK OUT A PRACTICAL, FAIR
MAIL IN - SEEMS SOMETHING TO BE
CONSIDERED..."
Some say the states already voted - and
the delegates should just be divided
that way. But the Obama campaign will
likely not go for that, since his name
wasn't even on the ballot in Michigan
and no democrats campaigned in either
state. And another big issue is who
will pay for a re-do. The DNC says all
of its resources are needed to make
sure who ever gets the nomination -
will
beat John McCain....

Center. Clear, calm and chilly tonight
with lows in the mid and upper 20s.
Monday starts sunny and cool. As high
pressure slides to the east, a light
southwest wind will push afternoon
highs into the upper 50s with mostly to
partly sunny skies. A weak clipper-like
system to the west could bring a
sprinkle or light shower to the
Highlands and western New River Valley,
but mositure with this boundary is very
limited.
After a cool day with highs near 50
Tuesday, we climb close to 60 Wednesday
and Thursday with abundant sunshine.
Our next wet weather maker enters from
the south Friday, bringing a 40% chance
of showers. The heaviest rain with this
system will likely stay through the
eastern Carolinas and Georgia.
SUNDAY NIGHT: Mainly clear and crisp.
Low: 29
MONDAY: Afternoon high clouds. Warmer.
High: 58
Have a great week! Meteorologist Jay
