It's the time when those closest

They also talked about the night
he was killed and how McFarland's
murder has affected their lives..no
sleep, nightmares and even Post

But some of the most powerful
testimony this afternoon - came from
the victim's widows.

Cindy McFarland said she misses her
loving and caring husband who an great

their five year-old daughter.

Spitzer is under fire after federal
authorities revealed he used a high
priced call girl at a Washington D.C.
hotel last month. Court papers indicate
he was a regular customer of the
Emporer's Club VIP.. known as "Client
9."

After a brief public apology , the 48
year old father of three said he needed

time to regain the trust of his family.

(Karen Brown Bridge)

The governor spent the morning inside
his Manhattan apartment receiving
counsel from advisorswhile an army of
media camped outside waiting to see
what his next move would be.Some legal
analysts believe Spitzer is trying to
cut a deal with federal prosecutors.

Robert Heim/Defense Attorney: "He does
have a fairly big bargaining chip in
his resignation. This could help him
because it may help him avoid criminal
charges at the federal level." The
first term democrat has not been
charged with any crime, but
investigators are looking at how money
traveled from his accounts to the
escort service. If prosecutors believe
he deliberately tried to conceal the
purpose and source of the
paymentsSpitzer could be charged with
a crime called "structuring" - which
carries a maximum 5 year sentence.

When he moved into the governor's
mansion a little over a year ago..
Spitzer was considered a potential
presidential candidate Now his
career... and his family are on the

line.

OQ=Tim Saunders, News 7, Lynchburg << It's a time for concentration and
(END SOT) careful planning as Lynchburg City

Council comes up with its yearly
budget.

But this year, that task is more
complicated than usual.

Kimball Payne: Recession, state
budget cuts, low revenues.

The city's 2009 budget is 375
million dollars.

A lot of money for the average
person - but not enough for a growing
city.

A slowing economy means fewer tax
dollars from restaurants and other
businesses.

Without that money, Lynchburg
can't fund new positions in the police
department - or replace old fire trucks
and other equipment.

Joan Foster: "This is not a year
we're going to take off and soar.
We're going to maintain."

"While there's less money to work
with, there are some new funds coming
in. A tax on cell phone usage and
sales is bringing in an extra million

dollars."

Some of that money will be used
for projects like the new Sandusky
Middle School and a courthouse for
juvenile and domestic relations.

"That's kind of exciting, we're
birthing two new buildings here."

Balance will be a big part of the
budget process. Juggling the desire to
build with the need to spend wisely.

"I don't think we're going to
step back. I think we're going to
maintain. But we're not going to move
forward as rapidly as we'd like."

Creating a budget that makes
everyone happy may take time, but
council members believe it can happen,
even though the money's tight.
