(NAT - plane landing)

The FAA is experiencing a bumpy ride on

Capitol Hill today.

Lawmakers are questioning whether the
Federal Aviation Administration is too

friendly with US airlines.

(SOT: REP. JERRY COSTELLO / D -

ILLINOIS) - "SOMETIMES YOU GET THE
FEELING

THAT THE AGENCY IS ON AUTOPILOT, UNTIL
IT'S PUSHED INTO ACTION."

A House panel is hearing testimony from
airline executives and a pair of

whistle-blowers -- who claim the FAA
'knew' that Southwest Airlines was

flying passengers on planes that
missed inspections... Some with cracks
in

their fuselages. One inspector says,
he was removed from his post at the FAA

after raising the red flag.

(SOT: CHARALAMBE "Bobby" BOUTRIS /

WHISTLEBLOWER) - "IT WAS OBVIOUS THAT

SOUTHWEST AIRLINES WANTED TO
CHERRY-PICK THE INSPECTOR FOR THIS
INSPECTION."

But, FAA officials deny their agency is
cozy with air carriers.

(STANDUP BRIDGE: Susan Roberts / CBS
NEWS / CAPITOL HILL) - "the FAA also

wants lawmakers to look at its recent
audit as proof the agency can get

tough. It reviewed the maintenance
records from 'every' US airline... And

put four air carriers under
investigation for not complying with

regulations."

But lawmakers say more changes are
necessary.

(SOT: REP. JAMES OBERSTAR / D -
MINNESOTA) - "THE FAA NEEDS TO RE-THINK

ITS

RELATIONSHIP WITH THE AIRLINES."

Today's hearing comes the same week
maintenance problems grounded planes at

united, delta and american. Now the FAA
has to remove any clouds of doubt that

it's capable of being the enforcer of
safety in the skies.

Susan Roberts, CBS News, Washington.

<< Good afternoon, I'm meteorologist
Leo Hirsbrunner in the SkyTracker7
Forecast Center. High pressure will
move to our northeast. Light northerly
winds will become easterly this
morning, then southeasterly Thursday
afternoon. This will once again "lock
in" clouds, drizzle, fog and cooler
temperatures. Highs will hit the low
50s early and then fall a bit in the
afternoon. Expect steady temperatures
Thursday night around the mid 40s as
showers continue. Friday's weather
looks interesting. The morning will
likely start with clouds, fog and
showers, then we may catch a break with
a little sunshine. Temperatures should
warm to near 70 with a warm front
lifting north of our viewing area.
Then, in the afternoon and evening
hours, more clouds and rain will return
as a cold front charges through the
region. South breezes could get gusty

Friday, around 20-30mph. Showers are
forecast to continue Friday night and
into mid morning Saturday. After that
time, drier air returns from the north,
ushering in seasonable temperatures in
the 60-65 degree range for the weekend.
After Saturday morning's showers, we're
looking at mostly clear to partly
cloudy skies for the rest of the
weekend For weather anytime turn to

KIM WHITE: HOW MUCH WATER DO YOU THINK
YOU'RE SUPPOSED TO DRINK PER DAY?
ACCORDING TO MY TRAINER, 8 --16 OUNCE
GLASSES A DAY.

But that's too much according to new
research that suggests drinking glass
after glass of water to stay healthy is
just unnecessary.

DR. STANLEY GOLDFARB, Nephrologist at
the Hospital of the University of
Pennsylvania

GOOD PRACTICES, AVOIDING CERTAING
FOODS, NOT SMOKING, GETTING YOUR
EXERCISE, THOSE ARE THE THINGS THAT
BENEFIT YOUR HEALTH, AND WATER DRINKING
REALLY DOESN'T.

The findings from the Journal of the
American Society of Nephrology suggest
too much water actually slightly
hinders your kidney's ability to
excrete toxins that it doesn't improve
skin tone, suppress appetite, or help
with headaches.

The body does lose about a quart or
quart and a half of water each day
through the skin and urineand doctors

say drinking enough water to replace
that wouldn't hurt.

DR. STANLEY GOLDFARB, Nephrologist at
the Hospital of the University of
Pennsylvania

IF YOU'RE THIRSTY DRINK, IF YOU'RE NOT
THIRSTY NEEDN'T DRINK.

MANUEL GALLEGUS, CBS NEWS SANTA MONICA:

SO WHAT IT COMES DOWN TO IS, HOW MUCH
WATER WORKS FOR YOU? PEOPLE WE TALKED
WITH DEFINETELY KNOW WHAT THEIR NEEDS
ARE.

Charles Bennett says he feels great and
only drinks when he's thirsty.

CHARLES BENNETT, CALIFORNIA:I WENT ON
THE WATER CRAZE FOR A WHILE, BUT I FIND
IT RESTRICTS MY MOVEMENT TOO MUCH.

About 60 percent of our body's weight
is already water, and doctors agree
when exercising or in hot climates we
have to drink more to stay hydrated

But overall there isn't any real
evidence out there proving more water
is better for us so drink up, but only
if you feel like it. Manuel Gallegus,
CBS News, Santa Monica.
