Governor Tim Kaine today
ceremonially signed nearly 30- bills
that were submitted in response to the
tragedy.
They include changes to
requirements for committing someone
deemed a danger to himself or others,
and clarification of when health
information can be shared.
Andrew Goddard's son Colin
survived the shootings.
He says it's a shame it took a
tragedy to shine light on a system
that's been struggling for years.

Militia members once again opened fire
on Iraqi Security Forces in Sadr City.
At least sixteen people were killed in
battles between Iraqi troops and
gunmen loyal to Shi'ite cleric Muqtada
al-Sadr..
And, as the violence flared, on the
fifth anniversary of the fall of
Baghdad... the top U-S general in Iraq
called on lawmakers once again... to
give the war more time.
(09.17.46 / SOT: GEN. DAVID PETRAEUS /
US ARMY) - "AS EVENTS IN THE LAST TWO
WEEKS HAVE REMINDED US, PROGRESS MADE
SINCE LAST SPRING IS FRAGILE -- AND
REVERSIBLE."
Petraeus wants President Bush to halt
troop withdrawals this summer - and
give
military commanders a chance to
re-assess conditions on the ground.
That
plan has some lawmakers concerned.
(SOT - LAWMAKER TBD)
(STANDUP BRIDGE: Susan Roberts / CBS
NEWS / CAPITOL HILL) - "Democrats are
working on a bill that would force the
Iraqi government to start spending its
own oil revenues to pay for
reconstruction projects. Lawmakers
hope, that
would push Iraqi lawmakers closer to
making political gains."
(SOT: REP. IKE SKELTON / D - MISSOURI)
- "IN MY VIEW, THAT SENSE OF URGENCY
WILL COME ONLY WHEN WE TAKE THE
TRAINING WHEELS OFF..."
But war critics know -- they don't have
the political power to force an end to
operations in Iraq. Anti-war
legislation often dies in the Senate --
because
Democrats don't have the 60-votes
needed to pass it.

GRAPHIC=none We're reminded every year -- just
how old we are.
But do you know your LUNG age?
Researchers in Britain are
targeting smokers with a new tool that
tells them EXACTLY how old their lungs
are.
As CBS' Charlie D'Agata reports,
it's just the incentive some smokers
may need to quit.

Everybody knows -- smoking kills.
The warnings are EVERYWHERE. They've
even kicked people out of their beloved
bars and pubs, making them no-smoking
zones, all to persuade puffers to quit
those butts for good.
But diehard smokers don't want to hear
it.
Lucy Reynolds was up to SIXTY A DAY.
She was desperate for a baby, even had
several miscarriages. Then came 'the
moment.'
SOT LUCY REYNOLDS/EX-SMOKER
ME: WHAT HAPPENED? WHAT WERE YOU
THINKING THEN? LUCY: I'M GOING TO DIE.
THAT'S WHAT I THOUGHT.
NATS - BLOWING INTO SPIROMETER
Here's what scared Lucy stiff: a
machine that told her how 'old' her
lungs
were by measuring their capacity... in
her late 30's -- her lungs were almost
70.
British researchers found that even
heavy smokers were TWICE as likely to
quit
when they learned the results of the
spirometer.
SOT DR. GARY PARKES/RESEARCHER
THE THING THAT MAKES IT WORK IS THAT WE
ARE GIVING INFORMATION IN A WAY THAT
CAN BE UNDERSTOOD - NOT ONLY VERBALLY,
BUT GRAPHICALLY.
ON CAMERA BRIDGE: (CHARLIE
D'AGATA/LONDON)
AND EVEN SMOKERS WHO GOT A SURPRISINGLY
GOOD LUNG SCORE STILL QUIT --
THINKING, WOW - I JUST DODGED A BULLET.
SOT DR. PARKES
IT'S NOT ME BATTERING THEM AS A HEALTH
PROFESSIONAL OR THE GOVERNMENT
BATTERING THEM WITH TAXES - IT'S THEIR
DECISION - IT PUTS THE BALL FIRMLY IN
THEIR COURT.
In short, it's personal, and seeing
damage done in black and white can be a
big motivator.
SOT LUCY REYNOLDS
YOU'VE GOT TO FOCUS AND SAY, RIGHT, WHY
AM I DOING THIS. I DON'T WANT TO DIE,
I WANT TO BE A FIT AND HEALTHY PERSON.
She's been smoke-free for three years
now. And nobody could be happier for
THAT then Lucy's baby boy.
Charlie d'agata, CBS News London.

Don't think Frank Beamer has any
plans to make Macho a kicker, but
putting Number 1 on the offensive Side
of the ball is a return to where Harris
made his name in High School at
Highland Springs.
Macho was the top rated recruit
in Virginia his senior year, thanks to
his exploits as a running back.
