khumphry@wdbj7.com Tonight... the results of a
News-7 exclusive investigation. We've
learned hundreds of companies in
Roanoke are getting by without paying
their taxes.

They're just not bothering
to keep their business licenses
current.

And there's very little being
done about it.

(END SOT) The burden falls on Roanoke's

honest merchants.

The owner of Trio Bistro on the
city market... pays his business
license tax.

As the city requires, the receipt

is posted on the wall.

Sands Woody gets worked up about
competitors who aren't paying.

the owner of Sam's On the Market,
doesn't like it either.

SOT FULL SOT FULL Commissioner Sherman Holland

INQ= I'M, I'M, I'M NOT GOING TO ADDRESS

THAT....

RUN=01 (END SOT)

OQ= It's Commissioner Sherman

Holland's job to assess every firm that
does business in Roanoke.

Before the Treasurer can collect,
the Commissioner has to generate a

bill.

Without that, the city loses at
least 50-thousand... possibly as much
as half a million dollars a year.

SOT FULL SOT FULL City Treasurer Powers

INQ= BUT THAT'S NOT THE POINT. :02

THE POINT IS NOT- -IN MY EYES- -THE
MONEY. THE POINT IS: ARE WE FAIRLY
TAXING EVERYONE?

RUN=12 (END SOT)

OQ= The city treasurer says 511

businesses simply ignored last year's
license renewal.

They just never sent it back.

Effective follow-ups by the
Commissioner of the Revenue are "very
limited."

SOT FULL SOT FULL Treasurer Powers

INQ= I DON'T KNOW WHY THERE WERE THAT MANY,

511, THAT DIDN'T GET IT.

RU=04 (END SOT)

OQ= Businesses are required to renew

their licenses every year.

They're supposed to send back the
renewal form with their gross receipts
on it.

If the city doesn't get it, it's
up to the Revenue Commissioner to
follow up on that.

SOT FULL Revenue Commissioner Holland

I CAN TELL YOU WHAT WE DO ON BUSINESS
LICENSES, IF THAT'S WHERE YOUR CONCERNS
ARE. AND I'LL TELL YOU THAT- -TO YOU-
-AND YOU CAN REPORT IT ANY WAY YOU WANT
TO. BUT I'M NOT GOING TO DO IT ON
CAMERA. Why is that? I DON'T WANT TO. I
DON'T HAVE TO.

RUN=12 (END SOT)

spent in Holland's office, he
eventually agreed to lay it out for us.

MAKE PHONE CALLS, WE'LL MAKE VISITS IN
THE FIELD. WE DO ALL KINDS OF THINGS TO
VERIFY THAT THAT BUSINESS IS STILL IN

RUN=:10 (END SOT)

OQ= Field audits are considered the

most effective means of ensuring
compliance, according to the City
Auditor.

His most recent report concluded
"The Commissioner's office invests very
little effort in field audits of
businesses."

That was three years ago. The
City Auditor is due to go back, but

Holland won't let him in.

STATE LAW TO BE IN HERE.

RUN=04 (END SOT)

OQ= City Council- -acting on advice

from the City Attorney- -sided with
Holland. The auditor remains locked
out.

So, NEWS-7 conducted its own
review of the latest expense reports-
-provided by the Treasurer's Office .
Since last July when the current fiscal
year began, the Commissioner's Business
License Inspector visited fewer than
four firms a month- -on average.

Since the 511 missing business
tax returns were identified last
November, business license inspections
have fallen to an average of three a
month.

SOT FULL SOT FULL Holland

each business to post decals on the
window... unlike Roanoke's Revenue

Commissioner who doesn't believe in
business license decals.

SOT FULL SOT FULL- Humphry

INQ= THIS STORE ON CAMPBELL AVENUE ON THE

CITY MARKET IS ONE OF THE FEW
BUSINESSES IN TOWN WHERE YOU'LL SEE A
CITY BUSINESS LICENSE DECAL DISPLAYED
IN THE WINDOW. THAT'S BECAUSE THE
COMMISSIONER OF REVENUE HASN'T ISSUED
ONE IN 10 YEARS.

RUN=15 (END SOT)

OQ= While Holland claims he lacks the

authority to require decals be
displayed, others at City Hall and
other local governments maintain it is
useful to consumers.

RUN=11 (END SOT)

OQ= Our own spot check of businesses

at Valley View- -to use Holland's
example- -reveals:

Leatherhous has not paid last
year's business tax, based on
information- -again- -provided by the

City Treasurer's Office, nor has
Leatherhaus made a payment since 2006
for Business Personal Property.

Also falling in that category
Carrabba's, an Italian restaurant with
more than 200 stores across the
country. The Valley View store opened
at the end of 2006.

Carrabba's has not paid any
personal property tax for 2007. Our
estimate is that would account for
$15,000 or more in lost revenue to the
city.

OQ=Tim Saunders, News 7, Amherst County << Christopher Smith investigates
(END SOT) internet scams for the Amherst County

Sheriff's office.

Lately, he's watched his case
load go up.

Christopher Smith/Amherst County
Investigator "It is probably the
quickest growing area of concern to law
enforcement and it's growing quickly in
this area."

In 2007, internet scams cost
victims nationwide more than 230
million dollars.

And investigators believe that
number could be even higher, because
most people only report these crimes to
their bank and not police.

"A lot of times, I think it's
because they're embarrassed they became
a victim."

Smith is trying to help victims
along with the Central Virginia
Computer Crimes Task Force.

A group of 13 agencies that
investigates and prosecutes internet
criminals - while informing the public
about new scams.

Robert New/Campbell County
Investigator: "If we can stop the
person from becoming a victim, the
crime becomes no longer valuable."

Investigators say most of these
crimes are happening over e-mail, which
is why you should always pick up your
phone and make sure you're talking to a
real person before you send your credit
card information to someone you don't
know.

"If you're going to buy something

online, do as much investigation as you
can."

"If you do become a victim,
notify your local law enforcement
agency."

Because even though these cases
are hard to solve, it can be done with
the right information.

Meteorologist << Good evening, I'm meteorologist
Brent Watts in the SkyTracker7 Forecast
Center. What a delightful Thursday
afternoon! Skies were partly sunny and
temperatures couldn't have felt more
spring-like. Most areas easily reached
the mid and upper 70s. Looks like we'll
do it again Friday. Southerly winds
will help transport additional heat
into region as we end the week. As a
cold front gets closer, a stray shower
is possible during the afternoon.

However, the best chance of organized
showers won't arrive until after
sunset. Friday night, look for showers
and an isolated storm. Those will
continue off and on through Saturday
morning. The first half of Saturday
will be cloudy with showers.
Unfortunately, we're not expecting a
lot of rain with this system. Sunday
is much cooler with highs in the 50s.

ESPN Heavy fog delayed things for over :00 an hour - but it couldn't stop Arnold
Palmer from hitting the ceremonial tee
shot to open the event. 50 years ago
today - Arnie won his first of four
Masters.

Once the fog cleared things got
really interesting as Ian Poulter - the
Englishman stepped up to the par three
16th and hit his tee shot right in the
heart of the green. But watch the
slope grab and take it right to the cup
for a hole in one. Poulter finished
today with a solid two under.

Tiger Woods was steady as can be
opening his first round with 12
straight pars - he then bogeyed two
back to back holes - right before he
dropped in this wicked Eagle chip in
number 15 to get back to even.

Tiger finished the first first
round at even.
