10 KMC AM Safety Cancella pkg American Airlin 204 --
GRAPHIC=American Airlines Cancelled There will be long lines of
disgruntled customers at American
Airlines ticket counters again today.
The airline is still having problems
getting wiring in its MD-80 jetliners
repaired.
More flights are being canceled
today...and they'll probably be
canceled tomorrow, too.
Here's more now from Joel Brown in
Washington.

(nats LaGuardia ticket counter)
These lines won't be getting much
shorter today.
American Airlines has already canceled
more than 900 flights after scrubbing a
thousand yesterday. Over 100-thousand
passengers have been stranded and the
misery could extend into the weekend.
(SOT MARY RICKERT/STRANDED
TRAVELER/CHICAGO): "AN ABSOLUTE
DISASTER. I
UNDERSTAND THERE'S A FOUR-HOUR WAIT
JUST TO GET TO THE TICKET COUNTER?
SHOOT ME NOW."
The problem started two weeks ago when
the carrier along with a handful of
others was forced to ground planes
after the F-A-A found a safety defect
in
the wiring of MD-80 jetliners. They
said the defect could short-circuit or
even spark an explosion.
(SOT DANIEL GARTON/EXECUTIVE VICE
PRESIDENT, AMERICAN AIRLINES): "YOU
KNOW
WE'RE VERY APOLOGETIC FOR THAT. I
CAN'T SAY IT ANYMORE THAN I HAVE.
WE'RE
VERY SORRY FOR IT."
(Stand-Up/Joel Brown/Reagan National
Airport, Washington D.C.)
THE AIRLINE MADE THE FIXES......OR SO
THEY THOUGHT. WHEN THE F-A-A
INSPECTED,
THEY FOUND THE REPAIRS WERE DONE
IMPROPERLY AND GROUNDED HUNDREDS MORE
PLANES....AMERICAN APPARENTLY DIDN'T
FOLLOW THE AGENCY'S DIRECTIONS CLOSELY
ENOUGH.
(SOT DANIEL GARTON/EXECUTIVE VICE
PRESIDENT, AMERICAN AIRLINES): "WE FELT
-
AND OUR MECHANICS FELT - THEY HAD
GREATER LATITUDE. THEY DID NOT AND
THAT
WAS OUR MISTAKE."
But all the apologies in the world
couldn't help as the MASSIVE
interruption
led to MASSIVE inconvenience.
(SOT MICHELLE SOSS/STANDED TRAVELER/NEW
YORK): "THIS IS REALLY A PAIN IN THE
NECK, AND THEY NEVER CALLED OR EMAILED
ME OR CONTACTED ME OR ANYTHING
SO...HERE I AM."
Crews have worked through the night to
get flights back in service, but it's a
tall order. And until it's done,
there's a fleet of planes and a mass of
passengers going nowhere......fast.

GRAPHIC=NONE Virginia is one of only four
states in the nation where cities and
counties are separate.
Bedford has been an independent
city since 1968.
But soon, it may return to the

OQ=Tim Saunders, News 7 Lynchburg. << Bedford is a city of just over
(END SOT) six-thousand people.
It's big enough to have its own
chain restaurants and big box stores.
But small enough that some people
forget it's even a city at all.
Mary Russell: "I knew Bedford was
a city when I moved up here, but I
didn't really think too much
differently about it not being a town."
And there aren't many differences
between the two, still city leaders say
it's time for a change.
Skip Tharp: "The benefits of
being a town at this point in our
history are significant."
By combining the city with the
county, the two could pool resources
and save money.
City officials believe they're
not getting enough funding from the
state to be on their own anymore - and
being part of the county could have
economic benefits for both.
"If we're a town, and a part of
the county, it doesn't make any
difference. Any business that locates
in the county will benefit the town."
15 FRAME DISSOLVE TO BOARD
If the change goes through,
residents will notice a few changes.
BRING IN FIRST LINE OF TEXT
City residents would become
county residents and start paying
county taxes.
BRING IN SECOND LINE OF TEXT
Some city offices, like the
commissioner of revenue and treasurer,
would be eliminated.
BRING IN THIRD LINE OF TEXT
And the county would take over
city-owned property like libraries and
school buildings.
15 FRAME DISSOLVE FROM BOARD BACK TO
VIDEO
But the two would still have
separate governments - the city would
keep its police force and the city and
county would keep their combined school
system.
Still, some wonder how reverting
to a town might work out.
"Having lived in Abingdon,
Virginia where Abingdon was a town that
was in Washington County, you not only
paid town taxes, you paid county taxes
as well."
Details like tax collection would
all have to be worked out.
This is still in the early
planning stages.
City and county staff will meet
Wednesday to begin exploring this
topic.>>

(WeatherPro) Webb. Just looking at the weather maps
from across the country - you know it's
spring. Strong storms are possible
Leo goes back to desk today in the Mississippi Valley.
DESK 3-SHOT---ALL Tomorrow the severe threat diminishes
(tease and toss to bump) to our west.
COMM #-1 temperatures. Today, look for a blend
of sunshine and clouds with highs
popping back into the low and mid 70s.
Winds will be southeasterly at 10-15mph
this afternoon. Partly cloudy and mild
tonight. Lows in the mid and upper 50s.
Friday, southerly winds will transport
more warmth into the NEWS7 viewing
area. The week wraps up with highs in
the mid 70s with increasing clouds
during the afternoon. A stray shower is
possible Friday as a cold front
approaches from the west, but the
threat of organized showers won't
arrive until after sunset. So, Friday
night we'll call for showers and lows
near 60.
The first half of Saturday will be
cloudy with showers. Unfortunately,
we're not expecting a lot of rain with
this system. On the other hand, at
least we've gotten good rain lately.
Partial clearing is possible Saturday
afternoon. Highs will be cooler, in the
upper 60s. Lows that night will fall to
the low and mid 40s - sharply cooler!
Sunday's highs are slated in the mid
50s with clouds and a 20% chance of an
isolated shower.
Next week starts cloudy, but as the
week wears on, we'll see more sunshine.
The week will also start cool, but as
the week wears on, temperatures will
also respond nicely to the spring
sunshine! (Monday's high near 50.
Thursday's high near 70.)
THURSDAY: Partly sunny. Much warmer!
High: 74
THURSDAY NIGHT: Partly cloudy and mild.
Low: 57
FRIDAY: Increasing clouds. Warm. 76
FRIDAY NIGHT: Showers. Mild. Low: 59
Have a great day! Meteorologist Jay

The new laws also clarify when
information can be shared.
If a college counselor determines
a student may, in the near future, harm

surfaced in the Alleghany Highlands.
But according to Covington's City
Manager, there has not been any
discussion or consideration of
Covington reverting to town status.
Other cities in our area have
changed from city to town.
Clifton Forge went from city to
town in July 2001
And South Boston changed in July
1995.

Leo goes back to desk from across the country - you know it's
DESK 3-SHOT---ALL spring. Strong storms are possible
(tease and toss to bumps) today in the Mississippi Valley.
COMM #-1 Around here - it's all about the warmer
temperatures. Today, look for a blend
of sunshine and clouds with highs
popping back into the low and mid 70s.
Winds will be southeasterly at 10-15mph
this afternoon. Partly cloudy and mild
tonight. Lows in the mid and upper 50s.
Friday, southerly winds will transport
more warmth into the NEWS7 viewing
area. The week wraps up with highs in
the mid 70s with increasing clouds
during the afternoon. A stray shower is
possible Friday as a cold front
approaches from the west, but the
threat of organized showers won't
arrive until after sunset. So, Friday
night we'll call for showers and lows
near 60.
The first half of Saturday will be
cloudy with showers. Unfortunately,
we're not expecting a lot of rain with
this system. On the other hand, at
least we've gotten good rain lately.
Partial clearing is possible Saturday
afternoon. Highs will be cooler, in the
upper 60s. Lows that night will fall to
the low and mid 40s - sharply cooler!
Sunday's highs are slated in the mid
50s with clouds and a 20% chance of an
isolated shower.
Next week starts cloudy, but as the
week wears on, we'll see more sunshine.
The week will also start cool, but as
the week wears on, temperatures will
also respond nicely to the spring
sunshine! (Monday's high near 50.
Thursday's high near 70.)
THURSDAY: Partly sunny. Much warmer!
High: 74
THURSDAY NIGHT: Partly cloudy and mild.
Low: 57
FRIDAY: Increasing clouds. Warm. 76
