are investigating the death of a man
whose body was found this morning in
the city's Old Southwest neighborhood.

The man was found beneath a line
of trees beside the offices of the
Episcopal Diocese (DY-uh-sis) of
Southwestern Virginia.


People who work in the
neighborhood say two homeless men had
stayed in that area over the last
several months.


So far, police have not released
the man's name or the cause of death.

drowned this afternoon while he was
fishing with a friend near the
community of New River.

Authorities say the two were out
by a railroad trestle off Hazel Hollow
Road, on the side of the river.


The friend called 9-1-1.


Authorities will not release the
victim's name until they can contact
his family.

allegedly vandalizing a Bedford County
church.


In a press conference just moments
ago, a sheriff's spokesperson says
early in the morning of July 17th, the
two 17 year olds broke windows, threw
paint and wrote graffiti on St. John's
Baptist Church on Route 460.


One of the teens has been arrested.
The other has not been picked up yet,
but his parents have been notified.

But it's the Cowboy Church
service here every Thursday that's
violating a Bedford County ordinance.


That's according to the man who
runs the church - Reverend Raymond
Bell.


Rev. Raymond Bell/Cowboy Church
Pastor: "There is an ordinance that
restricts religious assembly of any
type on agricultural or residential
land."


Bell says - right now, he's
required to have a special use permit


to run the Cowboy Church from Scott's
Farm.


Bell: "It's inconceivable to me
why anybody thinks that anyone has to
get somebody's permission to worship
God."


Bedford's Planning Commission is
looking at re-wording the rule to
eliminate the need for permits.


But Bell's concerned some on the
commission don't want the change.


He says a Monday night meeting to
amend the ordinance ended without a
vote, because some said the change
wasn't necessary.


George Nester oversees the
planning commission.


He says they just need more
information.

with most changes in legislation,
there's a period there where everybody
needs to educate themselves."


As the process goes forward, Bell
says the Cowboy Church will stay open -
whether it stays in Bedford or not.


Bell: "If Bedford County doesn't

The FBI laid out its case to survivors
and victims' family members --


releasing new details about the 2001
Anthrax attacks... and their top


suspect, Bruce Ivins.



According to court documents, the Army
bio-warfare specialist was not able to


explain why he was in his lab at Fort
Detrick in Maryland late at night,


around the time of the deadly
mailings. And, he's believed to have
sent


false samples of anthrax to the FBI in
order to mislead the investigators who


were trying to figure out 'who' was
responsible for the attacks.

The FBI considers the probe into the
mailings that killed five and sickened


more than a dozen "solved" but not
"closed."

the one under Ivins' control."



That may not be enough for the FBI's
critics. They point to the seven-year

That man is Steven Hatfill. He ended
up suing the bureau. They settled out


of court when the FBI agreed to pay
him almost 6-million dollars.



Despite the evidence, Ivins' attorney
maintains -- if the case had gone to


trial, his client would have been
proven innocent.

Center. A weak cold front moving over
the area could bring the return of
showers and storms to the area, with a
higher chance in the mountain areas,
and they may stay around until Thursday
night. The chance of storms is between
