Governor Allen will be in Lynchburg this afternoon to kick off the program ... and meet with local business representatives working with the state.
The welfare reform initiative requires able-bodied welfare recipients to work in exchange for their benefits.

His mother says he took his own life because living with schizophrenia was too much for him.
But Mildred Willis says Daniel's story might have been different if there had been some sort of half way house to help him make the transition from the hospital to the real world. In 1976, the Bagley Commission de-institutionalized mental patients.
Mildred Will says this would have been a great idea had some funding been set aside to help communities meet the housing needs of people with mental illness.
She says at least one third of the homeless population suffers from some type of mental illness.
Newell Falkinburg is running for the state house of delegates.
He calls funding for housing for the mentally ill an investment. An owner of a skydiving plane that crashed last month killing 12 people says the pilot of the plane WAS following federal safety regulations at the time of the crash.
He says the plane had NOT been illegally modified and was NOT overloaded on its final flight from West Point.

The September crash killed the pilot, ten skydivers and a man on the ground.

Rose says the plane was NOT carrying more than its maximum weight.
