The first of the hurricane refugees ventured back to their homes- -along the coast this afternoon.

Thousands of people fled and more than a million homes and businesses lost power.
In Florida, insurance officials say they have counted one-point-eight Billion dollars in damage.
That makes it the second costliest storm in state history -- far behind Hurricane "Andrew." That one came to 17-Billion dollars.
11-deaths are now blamed on the storm, at least one in Florida, five in Georgia and another in North Carolina.
Opal has now been downgraded to a tropical depression with sustained winds of 35 miles-an-hour.

Western Virginia saw remnants of Hurricane Opal in the form of wind and rain today.
The storm caused some streams to leave their banks, but there were no reports of injuries or widespread flooding in our area.

Two to three inches of rain fell through most of western Virginia and the weather service says the storm will provide some drought relief.
While heavy rains have caused plenty of run- off, the ground did have a chance to soak up significant rainfall overnight.

State agriculture experts note that peanuts and cotton, and some other crops, could be damaged and the harvest delayed by all of this moisture.

Residents braced for the worst as the strong winds and heavy rains came barreling through.
But thankfully, there was little damage other than that caused by some small streams that jumped their banks.
Several roads were closed until the high water receded, and at noon the flood warnings were lifted.
Some residents living along the New River will still be keeping a watchful eye through tonight, however, as runoff from the mountains and streams continues pouring into the river.

The Supreme Court WILL decide whether Virginia Military Institute can remain all-male.
Today the court said it will hear two appeals... one from Virginia officials and one by the Clinton Administration.

The court will examine whether the Lexington school's all-male status is legal, regardless of the separate program for women at Mary Baldwin College, called "V-WIL."
No date for has been set for arguments.

The warring factions in Bosnia have declared an unconditional cease- fire effective next Tuesday.
President Clinton says the Bosnian cease-fire agreement is a "solid step on the hard but hopeful road to peace."

Though the truce doesn't take effect until the tenth, it's supposed to be followed by new peace talks beginning October 25th.
The U-N says it's sharply reducing its peacekeeping force in Bosnia, by about nine-thousand troops from its Bosnian force of over 30-thousand.
U-N peacekeepers were sent to Bosnia in March 1992.
