philosophical majority" in the Senate, even if he doesn't have a numerical
majority.
The big debate now is over which votes Lieutenant Governor Don Beyer can
participate in.
But either way, stuff still has to pass through the Democrat- controlled
House of Delegates.

The Governor's secretiveness last winter was in part a way to set up
Democrats to have to vote against a tax cut and then face re-election.
There's no purpose to that this year, and if Allen wants to leave any
