The Governor's office is optimistic that Allen fill find a "functional philosophical majority" in the Senate, even if he doesn't have a numerical majority.
The big debate now is over which votes Lieutenant Governor Don Beyer can participate in.
But either way, stuff still has to pass through the Democrat- controlled House of Delegates. Q&A
(Does this mean that the Democrats will have more say in the Governor's

The Governor's secretiveness last winter was in part a way to set up Democrats to have to vote against a tax cut and then face re-election.
There's no purpose to that this year, and if Allen wants to leave any further legacy as a Governor, he's going to have to be a little more inclusive.
He says he'll be as open as ever and seemed a little surprised by the question.
