The federal government is passing up today's deadline to TAKE OVER an air
pollution program that regulates Virginia businesses.
The U-S Environmental Protection Agency has THREATENED to take over the
program, IF a dispute with Governor Allen is NOT resolved.
The dispute centers on whether Virginia should expand the right of citizens
to challenge the permits in court -- Allen says NO, the EPA yes.
EPA officials say the regulations they need to run the program will NOT be
in place until early next year.

A one million dollar grant to Radford University's nursing program will
provide scholarships for students and a scholarship endowment for nursing
majors.
The grant was a gift from an anonymous donor.
The money also will help the university set up a Center for Applied Health
Research.
The center's focus initially will be gerontology but may broaden in
the future.
