President Clinton takes to the nation's airwaves tonight to convince a SKEPTICAL public and a HOSTILE Congress that the Bosnia peace accord canNOT succeed without an active U-S role in keeping the peace.
The President wants to send 20-thousand ground troops to the Balkans, as part of a 60-thousand member NATO peacekeeping force.
But some Congressional members say the Dayton peace agreement is unworkable.
The administration brought out some of it's big guns yesterday, to explain the peace plan.

(( VO Clinton returns President Clinton returned from his long Thanksgiving weekend at Camp David....
His foreign policy team fanned out across Washington in advance of the President to sell a nervous public and a reluctant Congress...on the need to send in 20-thousand American troops.
WILLIAM PERRY, SECRETARY OF DEFENSE FROM FACE THE NATION 104247 SCHIEFFER: WHY IS THIS WORTH ONE AMERICAN LIFE? PERRY: THAT'S THE FUNDAMENTAL QUESTION. AMERICAN VALUES AND INTERESTS ARE AT STAKE. THESE VALUES, EASY TO DESCRIBE, NAMELY TO STOP THE KILLING AND ATROCITIES."
U-S troops will make up a third of the multi-national peace-keeping force..which Perry says will be responsible for "creating and enforcing a zone of separation" between the warring factions.
The peacekeepers will "enforce a ceasefire" and oversee the "removal of troops and weapons".
The administration argues the mission is CLEARLY defined...and that U.S. troops won't be drawn into a broader war, as some critics fear. RICHARD HOLBROOKE, ASSISTANT SECRETARY OF STATE FROM NBC MEET THE PRESS "THIS IS NOT A WAR. THIS IS NOT VIETNAM. IT'S NOT SOMALIA. THIS IS AN OPERATION TO KEEP THE PEACE WHICH ALL THREE PARTIES HAVE ASKED FOR."
Holbrooke said that despite complaints from Bosnian Serbs angry over the political control of Sarajevo, the treaty initialed in Dayton will not be changed. With a formal signing set for Paris in mid-December.....American soldiers could be in Bosnia before Christmas. And the White House says... back home by NEXT Christmas. ANTHONY LAKE, NATIONAL SECURITY: "THE JUDGMENT OF OUR MILITARY COMMANDERS IS THAT THAT IS A SUFFICIENTLY POWERFUL FORCE TO GET THE JOB DONE AND TO PROTECT ITSELF. AND THAT IT CAN ACCOMPLISH THESE VERY CAREFULLY DEFINED LIMITED MISSIONS THAT THEY WILL BE SENT IN FOR WITHIN A YEAR."
But Congress is hesitant to sign-on. Republicans, in particular say Mr. Clinton still has to make the case for sending American soldiers.
SEN. JOHN McCAIN, R-ARIZONA: FROM FACE THE NATION AND I THINK CONGRESS NEEDS TO BE CONVINCED WE'RE NOT SENDING AMERICANS IN HARMS WAY."
The clinton administration has said many times they expect SOME casualties. And while the President does not need Congress to APPROVE the Bosnia mission...it's clear he's not anxious to stand alone behind a military operation where the dangers are obvious...and the benefits not nearly so.
