william perry/defense secretary--that's the fundamental question. american values and interests are at stake. these values easy to describe--namely stop the killing and atrocities. the 20,000 u-s ground troops would make up one third of the 60-thousand member nato peace keeping force. they could be in place a few days after the formal signing of the dayton accord in paris scheduled for mid december. if all goes as scheduled, the administration hopes the troops will be out of bosnia by december 1996. making the peace keepers job even tougher, the serbs have already made it known they do not support the agreement's separation of the city of sarajevo. over the weekend they made that point clear.))

After a similar token booth fire attack in 1988 - the mta spent millions trying to fireproof the booths with a hi-tech sensor system called halon. That system failed to activate during this attack...possibly because the sensor was covered.
