The Environmental Protection Agency is urging Virginia Beach and North Carolina to settle their dispute over the Lake Gaston pipeline.
The pipeline would transport water from the lake to Virginia Beach.
An E-P-A official says the two sides can settle now -- or after a court fight.

North Carolina officials have been fighting the planned 76-mile pipeline for more than a decade.
They claim it would take up to 60- million gallons of water a day from the lake and harm North Carolina's environment.
