Flood warnings are up, and rising water is causing problems from the Alleghany Highlands to the New River Valley.
The melting snow mixed with the steady rain has brought rivers out of their banks and onto roads.

Bath County officials say the flooding is so severe, they're operating under a state of emergency.
County Administrator Claire Collins is asking residents to stay off the roads this morning, and officials have closed schools, courts and Bath County offices.
News-7's Jay Moore has been in Bath County all night, and he says rain gauges there have recorded three to four inches. He says all the roadways going into Hot Springs have been blocked, and more than a dozen residents have been evacuated.

The Cowpasture River has risen to cover Route 39 in the Windy Cave Area, and Route 220 is also blocked in places.
In other counties, roads have been closed and rescue crews have been called out to help with evacuations.
In Henry County, thunderstorms with winds gusts in excess of 60 miles an hour have knocked down trees. That line of thunderstorms is moving east, and a severe thunderstorm warning is in effect until 7:30 this morning for Pittsylvania County and Danville.

One teenager is dead, another in serious condition in the wake of two shootings last night in Campbell County.

At about 8:30, rescue crews were called to this house on Route 6-52 in the Gladys area of the county.
That's where 19- year- old Roger Vassar had collapsed near the back door of his home from two reported gunshot wounds to the chest.
Rescue squad personnel say Vassar had a faint pulse when they arrived, but efforts to save him failed.

Fore says the victim is the son of the president of the Gladys Rescue Squad.
Minutes later, crews were called for another shooting just a few houses down the road.
That's where a young boy was shot in the neck.
He was taken to Lynchburg General Hospital, where he reportedly is in serious condition.
Campbell County sheriff's authorities have NOT released any details about the shootings, or whether they are connected.

Investigators are searching for 21- year old Louis Jordan Powell, Junior.
They say he also goes by the names, J-J Powell and J-J Drama.

Powell is suspected of shooting and killing 17- year old Jason Lamont Chandler.
He was killed early New Years Day at the Super-Eight Motel in Riverdale.

Roanoke officials are calling an early morning house fire suspicious.

The blaze started shortly after midnight in an abandoned home on 11th Street and Richmond Avenue.
The vacant building was burning out of control when firefighters arrived.
They were able to quickly knock down the flames, but say fighting the fire was made more difficult due to the lack of fire hydrants in the area.
Also the home was apparently being used to store recycled building materials which added fuel to the flames.
The cause of fire is still under investigation.
Neighbors say homeless people frequently stayed there to keep warm.
It is the second time in three years the structure has burned.
