Fire investigators say the Saturday night fire was sparked an extension cord.
Only the children's mother survived the blaze.
Officials initially said they would not cite the landlord for possibly violating property maintenance code.
Yesterday they called in commonwealth's attorney Don Caldwell to review the case.

The flooding also forced the Cascades Recreation Area in Giles County to close indefinitely.

VO-NAT
SUPER=03-Giles Co.;

About 90 percent of the trail to the falls sustained major damages.
Rocks slid from saturated hillsides, and Little Stoney Creek deposited even more debris when it raged out of its banks.
The floodwaters wiped out two bridges and severely damaged a third.
Much of the trail must be completely rebuilt, at an estimated cost of as much as 300 thousand dollars.
But with cuts to the Forest Service budget, the question is when.
