Those are the competing arguments over charter schools in Virginia.
Ellen Qualls is at the state capitol where a public hearing aired some of
the excitement and fears today.
Jean, the ironic thing is that a year of study by a bi-partisan committee
was to take some of the emotion out of the charter schools issue.
And indeed, the bill it's recommending would be confined to public schools,
require local school board approval, and limit the number to two per district.
