Barnes says he will ask the state attorney general's office and the U.S.
Justice Department to investigate.
He wants a special prosecutor appointed to look into the complaints... and

The city's draft of the proposed Rental Inspection Programs is now
circulating throughout the city.
City officials say the proposal is the culmination of a year's work.
Under the guidelines no vacant rental unit in the inner city could be rented
without first receiving a certificate of compliance.
The draft is available in public libraries and the city muncipal building.
A public workshop is scheduled for March 7.
Officials say January's fatal fire involving four children and their
grandmother inspired a great deal of public support for the program.

New Castle last month.

London police have made a number of arrests today in connection with two
recent I-R-A bombs.
Last Friday an I-R-A bomb in London killed two people and injured 100.
Police disarmed a second bomb yesterday that they say was also the work of
the outlawed group.
Today's arrests follow raids at more than 20 locations.

NATO forces today are conducting a major manhunt in central Bosnia,
searching for anyone who escaped from a terrorist training camp.
Peacekeeping troops seized the camp yesterday and detained six Bosnians and
three men presumed to be Iranian.

children's toys rigged as bombs.
