This look at the inner workings of big city politics is fascinating, if a bit convoluted and long.
Al Pacino is compelling as the major of New York City, a hands on kind of guy.
When a six year old boy is shot in cop, drug dealer crossfire, a scandal erupts that threatens the power structure of the city...and the reputation of a highly placed judge played by Martin Landau.
Danny Aeillo is a powerful political boss in Brooklyn and there are mob connections in the persona of Tony Franciosa.
John Cusack is Deputy Mayor, dedicated to the mayor and his policies.
Bridget Fonda plays an attorney who is hot on the trail Aeillo's character and the mob.
The deal making and politics game elements give "City Hall" a "B+".
The plot meanders too much to deserve more, but this is vintage Pacino, and the movie gives Cusack his best role ever.

Christopher Thomas Mirch DIED from smoke inhalation and carbon monoxide poisoning when the Delta- Tau- Chi fraternity house caught fire.
Authorities speculate it started from cigarette butts tossed into a trash can which had contained polyurethane.
He says lab reports show no evidence that accelerants were used.
