The budget plan does have small pay raises for teachers, larger ones for other state workers, a two year tuition freeze at colleges, and 163- million dollars for college building projects.
It also has increased economic development money and puts off a decision on what to do with some state profits from Trigon's conversion to a for- profit company.
Lawmakers vote on the plan tomorrow afternoon.

The Bedford County Sherriff's Department is at the scene of yet another structure fire.
This one is a hay barn off of Route 5-0-1 in Boonsboro.
The fire broke out around 8-30.
That brings today's total to five.
Police believe the same person or persons are behind this fire and the other four set this morning.
There have no reports of injuries.
A News-7 crew is on the scene.

As soon as Heironimus announced plans to close its Christiansburg store, Grand Piano and Furniture said it will move into the space.
Grand will consolidate its Blacksburg and Radford stores there, leaving the two communities with some gaping holes in their downtown areas.
The directors of Leggett are apparently considering the sale of at least part of the department store chain, which is headquartered in central Virginia.
Published reports indicate the Tennessee-based Proffitt's chain may be interested.
A few years ago Sara Lee Knit Products had upwards of 3000 employees in the Martinsville-Henry County area...that figure is now about a tenth of that total.
The activewear maker will close its last...and largest manufacturing facility in the area, idling 420 people.
Another local textile firm is also cutting its workforce.
Tultex says it has given pink slips to 120 people.
A California pillow company's intentions should soften the blow of this news though.
American Fiber Industries says it plans to employ about 100 people in its new Henry County plant by July.
That same day Diversified Distributors revealed it will lease part of an old Sara Lee facility in Henry County and hire up to 60 people.
The company has signed a three year deal to distribute ski clothing for Pacific Trail, a division of London Fog.
Checking the Dow Jones Industrial Average for the week, it dropped 66-points, closing at 54-70 point-45.

The day that Mark Anthony Carter was arrested on charges of killing two people in Pittsylvania County, our photographer caught him making an obscene gesture as he was driven off to jail.
A Roanoke viewer objected to that image.
"As I feel that your station is a socially-responsible news organization, I am amazed that you allowed that to be shown as early as six p.m. I cannot imagine what positive value this brought to the newscast, but can think of plenty of negatives. With so many coalitions and groups lobbying for removal of such acts from the television screen, these acts are not good for the valley, the children watching the news and definitely not for your marketing strategy...I trust that in the future you will more carefully decide the value of the film you place on your news programs." A viewer from Hollins called a foul on our coverage of women's basketball.
"I would be interested to know why men's basketball is referred to...as basketball but basketball played by women is called girls basketball or more recently "ladies hoops?" Similar sexist language is used in reference to every other sport. If they need to, let them refer to basketball teams made up of men as "men's basketball" and women's basketball as "women's basketball", but if you show footage these terms are usually not necessary as most viewers can differentiate between the genders."

Rusty Wallace was strong at the beginning of the race he would pass Earnhardt and moves his car to the front for the lead.
But the strongest car on the track appeared to be the Kelloggs Chevrolet of Terry Labonte. He was the leader after 105 laps of the race.
Earnhardt came back and he took the lead in his Chevrolet with 197 laps left in the race.
But the move of the day belongs to Defending points champion Jeff Gordon. Earnhardt tapped Dick Trickle and got lose Gordon made his move and went to the front with 187 laps left in the race.
The second caution of the day came out when Hut Stricklin lost parts of his spoiler for the second time on lap 237.
Earnhardt was the first to pit in the closing stages of the race and his crew got him out quickly. Earnhardt held off a charge by Terry Labonte winning the Purolator 500, his second win of the season.

Rookie Tim Herron posted his first victory on the P-G-A tour today.

Herron shot a final round 3 under par 69 in a steady downpour to finish at 17 under par for a one shot win over Mark McCumber.
Herron led from wire-to-wire, the first time that's happened on the P-G-A (-------------) tour in over a year and a half.
