A Roanoke Prosecutor will try to answer that question.
Plunkett was holding a loaded rifle when the officers fired their guns, but the woman who called police says the shooting wasn't justified.
As Joe Dashiell reports she says PLunkett wasn't aiming the rifle at the officers.

A logging accident in a remote section of Bedford County yesterday claimed the life of a Blue Ridge man.

Authorities say 49- year- old Samuel Nelms died when a tree he was cutting fell on him near the Woodshire subdivision on Route 774.
Authorities believe Nelms died shortly after he began work Monday morning.
They say his death appears to have been accidental.

The county's on again - off again relationship with the Blue Ridge regional jail is officially ON again.
By a 4-to-3 vote last night the board of supervisors decided to re-enter the 43- million dollar jail project.

That means Bedford and the other participatating localities will get matching state funds to expand their local jails.
Also a new 450 bed regional facility will be built in Lynchburg.
Bedford had hoped to stay out of the project and build their own jail, but a state moratorium on local jail funding put the county in a financial bind.

Federal workers are preparing to flood the Grand Canyon this morning in an effort to restore the natural environment.

Water from an upstream dam will be released into the canyon at a rate fast enough to fill Chicago's Sears Tower in 17 minutes.
The purpose is to see if a more natural water flow along the Colorado River will restore beaches and wildlife that have vanished because of micromanagement of water releases through the dam.
For most of the past 33 years, the government has manipulated the flow to suit the needs of power companies.
The dam provides power for three million people and drinking water for 15 million.

Bedford County's on-again, off-again relationship with the Blue Ridge Regional Jail is officially ON again.
Supervisors last night voted to re-enter the 43 million dollar project, but not without some grumbling.

Bedford had hoped to control its own destiny...but in the past few months, state officials terminated the county's lease on its Camp 24 jail annex, and placed a two- year moratorium on all local jail funding.

Plans to assign two full- time police officers to Danville's five public housing communities have hit a snag.

The Danville Redevelopment and Housing authority was recently awarded a 140-thousand dollar federal grant to hire the extra officers.
The officers are on the payroll but housing officials say they were UNAWARE the men would require up to a year's training-- in another part of the city.
Housing officials are concerned they'll lose the grant because of the delay.
