Governor Allen is at odds with the General Assembly.
He's accusing the Democrat-controlled body of trying to undermine his line item veto power by submitting only a portion of the state budget.
Allen returned the bill late last night with a proposed amendment that says the budget will become law only if the assembly resubmits the entire spending plan and he signs it.
House Appropriations Committee Chairman Earl Dickinson today denied lawmakers were trying to restrict Allen's powers.

Radford officials were concerned after the Governor's office began questioning the expense last week.
Fellow Republican lawmakers, Tommy Baker and Bo Trumbo went on a P-R blitz to keep the seven million dollar building in the budget.
Last year, Radford's proposed College of Global Studies fell to the Governor's budget ax.
