It's not often police from several jurisdictions get together and spend YEARS developing a simple MISDEMEANOR charge against someone.
It became necessary in the case against Michael Andrew O-bremski.
Keith Humphry has the story of the man charged with a single count of making an obscene phone call.
Police believe O-bremski is the same man who terrorized the Raleigh court neighborhood three years ago by stalking grade-school children.

The ten, including one juvenile, were arrested in Sandy Level as part of a six-month undercover investigation.

This week, Circuit Judge Colin Campbell ruled Wheeler may not be prosecuted for any charge higher than SECOND degree murder.
That's the charge on which a juvenile court judge transferred Wheeler to CIRCUIT court to be tried as an adult.
Prosecutors then tried to amend the indictment to CAPITAL murder, but Campbell ruled he could not circum-vent the juvenile court's ruling.
