Social Services employee Christine Cyrus told police she took two boxes of the tags and gave them to friends who were having money problems.
Leroy and Starlet Shelton then sold eight thousand of the 95- cent tags to the owner of the White Rock food market.
Police say Larry Wayne Dunn kept four thousand tags for himself, and sold four thousand to David Lee Catlett who owns the Sunshine Market.
Lawyers for the two men argued their clients did not know they were buying stolen property.
But Judge Joseph Serkes said it was stretching the imagination to buy thousands of tags and think they were legal.
Cyrus is charged with grand larceny, the others with possession of stolen property.
A grand jury could indict all five next month.
